Alfonso, City Manager FROM: Milton Vickers, Senior Advisor to the City Manager on behalf of Commissioner Suarez DATE: August 29, 2016 RE: CC-4 - Allocation of $48,000 from District 4 Anti -Poverty Initiative funds to Venture Hive for the Teen Technology & Innovation Initiative, inclusive of an Afterschool Tech Program and a Winter Break Tech Program. BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Venture Hive, LLC (the organization), creates, tests and validates the content and software tools that corporations, governments, and universities need to run innovation management, economic development, and entrepreneurship programs. The organization will be utilizing the funds obtained from District 4, Anti -Poverty Initiative, to run two programs under the Teen Technology & Innovation Initiative in District 4. The programs covered under this allocation are: (1) Afterschool Tech Program , once a week for 12 weeks, to introduce students ages 12-15 to workforce skills in the fields of technology, programming, innovation, and entrepreneurship where they will gain leadership and communication skills; and, (2) Winter Break Tech Program (January 2-6, 2017), for the period of one week, a full time program for students ages 12-15 at 6 hours of daily training where each day will incorporate appropriate training and project preparation time. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested. Alf?, ity nager August 2, 2016 Proposal prepared for: City of Miami, District 4 Teen Technology & Innovation Initiative in District 4 Venture Hive proposes to provide The City of Miami's Parks and Recreation with afterschool technology and innovation programs targeted at teens ages 12-15 in one selected park in District 4. The afterschool programs will focus on skill development related to programming, hardware product development, entrepreneurial thinking, communication, and personal development. I. TEEN TECHNOLOGY & INNOVATION INITIATIVE IN DISTRICT 4 Background During the summer of 2015, Venture Hive delivered seven Tech Summer Camps, each one or two weeks in duration, over an eight week period. The camps were offered in six parks throughout Districts 2 and 4, and impacted the lives of 142 children, aged 10-13, The summer camps introduced campers to the world of technology and programming, product development, hardware platforms, and entrepreneurial thinking, Campers developed product ideas based on problems they wanted to solve and created functional prototypes by deploying learned skills and working in teams. Final products included digital dice pads, sensor -activated and controlled night lights, alarm systems, memory games, and fully customizable wearable technology. At the onset of the camps, only 14% of kids had prior exposure to coding and programming. At the end of the camps, 100% of them left with experience in coding and programming with hardware. Changes in attitudes towards entrepreneurship changed dramatically after the camps. At the beginning of the camps only 44% of kids expressed an interest in entrepreneurship. This figure jumped to 71% at the end of the camps. Furthermore, there was a 27% growth in entrepreneurial mindsets and attitudes, 15% growth in behaviors exhibiting resiliency and a 17% growth in cooperative mindsets and outlooks. While the City of Miami Parks and Recreation offers dozens of scholastic, sports, and educational programs for youth throughout the year, little is offered for teens making the difficult transition from middle school to high school. With this demographic especially vulnerable to peer pressure, middle school -aged children need access to quality afterschool programs not only for their enrichment, but their safety. As some age out of sports offerings, the City of Miami Parks and Recreation has the opportunity to create a new offering to give these students a new challenge, calling upon their creativity and technology interests. Most importantly, students may find a new cohort of friends as they develop new skills and interests as they are exposed to an exciting world of emerging careers Venture Hive is proposing teen tech programs for 12-15 year olds, delivered as follows: 1. A once -a -week afterschool program to be held at a selected City of Miami Park in District 4 for a period of 12 weeks beginning in September, 2016; and, 2. A Winter Break full-time program, similar to the summer camp offering but adjusted for a 12-15 year - old participant audience. The Programs Afterschool Tech Program Venture Hive Prep Tech Afterschool Program will introduce students ages 12-15 to important workforce skills in the fields of technology, programming, innovation, and entrepreneurship. Participants will gain invaluable leadership and communication skills while opening their minds to technology and innovation. They will develop 1010 NE 2nd Avenue // Miaml, Florida 33132 // www.VentureHive.co // Q nventurehive I/ th ven hive practical real -life skills that are beneficial at home, school, and in the community becoming better leaders, team players, problem solvers, communicators, planners, and risk takers. One of the most important benefits will be to fundamentally change the way participants think by making innovation realistic and viable. For a period of 12 weeks, participants will attend weekly 2.5 hour sessions after school at a selected City of Miami park in District 4. The following topics will be covered: • Coding Basics • Product Development and the concept of the Minimum Viable Product • The Lean Startup Model • Usability • Design • Surveying and Conducting Data Analysis • Market Research • Strategy & Competition • Marketing • Presentation and Pitching Skills • Intellectual Property • Team Development The students will have access to virtual classes, videos and readings to supplement their weekly sessions. City of Miami Parks may determine that interested participants may apply through an online platform or onsite at the Park locations and will be selected by a chosen team from Parks and Recreation. Winter Break Tech Program (January 2 — 6, 2017) Venture Hive Tech Camp will be a full time program for kids ages 12-15 in which participants will receive six hours of training daily. Each day will incorporate appropriate training, project preparation time, and breaks.
