HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov,com File Number: 16-01113 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), DIRECTING THE CITY OF MIAMI ("CITY") HOUSING AND COMMERCIAL LOAN COMMITTEE ("HCLC") TO STUDY THE HOUSING AFFORDABILITY CRISIS IN THE CITY, AS DESCRIBED HEREIN; REQUESTING THE HCLC TO MAKE POLICY RECOMMENDATIONS TO THE CITY COMMISSION BI-ANNUALLY; AUTHORIZING THE CITY MANAGER TO PROVIDE ALL NECESSARY ASSISTANCE TO THE HCLC FOR SAID PURPOSES. WHEREAS, pursuant to Resolution No, 00-867 adopted on September 28, 2000, the City Commission approved the establishment of a Housing and Commercial Loan Committee ("HCLC") with authority to approve/disapprove certain housing and commercial loans and/or grants, serving as the affordable housing advisory committee required by the Florida State Housing Initiatives Partnership program, providing oversight and ongoing recommendations on affordable housing issues, and performing other duties and responsibilities relative to affordable housing; and WHEREAS, a study by the New York University Furman Center, a copy of which is provided as Attachment "A", attached and incorporated, shows that the City of Miami ("City") is the least affordable, to the median renter, of the eleven (11) metropolitan areas studied; and WHEREAS, there is a need to study fully the affordable and workforce housing crisis in the City and to produce policy recommendations for review and adoption by the City Commission to help alleviate the housing crisis; and WHEREAS, the need to review and research all aspects to alleviate housing costs including, but not limited to, the City's Transfer of Development Rights program, the City's Affordable Housing Trust, the City's Public Benefits Trust, Community Land Trusts, Inclusionary Zoning, Micro -Units, Modular Housing, State of Florida requirements for housing cost stabilization, and any other incentives to develop affordable and workforce housing in the City is immediately necessary; and WHEREAS, the HCLC is tasked with studying the housing affordability crisis in the City and to make policy recommendations to the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The HCLC is directed{1} to review and research all policy possibilities to alleviate housing costs within the City including, but not limited to, the City's Transfer of Development Rights program, the City's Affordable Housing Trust, the City's Public Benefits Trust, Community Land Trusts, Inclusionary Zoning, Micro -Units, Modular Housing, and Florida Statute requirements for housing stabilization, and any other incentives to develop affordable and workforce housing in the City. The HCLC is tasked {1} with studying the housing affordability crisis in the City and bi-annually making policy recommendations to the City Commission. Section 4. The City Manager is authorized {1 } to provide all necessary assistance to the Housing and Commercial Loan Committee for said purposes. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS: d VI` TORIA ENDEZ CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with ail requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
