A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO ADOPT AND IMPLEMENT THE FITNESS IMPROVEMENT
TRAINING ZONE PROGRAM WITHIN THE CITY OF MIAMI ("CITY"), FOR A
PERIOD OF ONE (1) YEAR; UTILIZING SHOTSPOTTER AND ANY OTHER CRIME
DATA RESOURCE TO IDENTIFY A "HOT SPOT" AREA WHERE ACTIVATION
WOULD BE APPROPRIATE TO IMPROVE PUBLIC SAFETY AND HEALTH OF
RESIDENTS LIVING IN THE AREA; CONSULTING THE CITY'S PARKS AND
RECREATION DEPARTMENT DIRECTOR, CHIEF OF POLICE AND COMMUNITY
STAKEHOLDERS; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT
ANY AVAILABLE GRANT AWARD OR OTHER FUNDING SOURCES YET TO BE
DETERMINED, AND TO EXECUTE ALL OTHER NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO MAINTAIN SAID
PROGRAM.
WHEREAS, the City of Miami ("City") is committed, with great resolve, to address the health
and public safety needs of residents living in high crime neighborhoods; and
WHEREAS, exposure to high levels of crime can increase residents' fear of victimization
which may inhibit outdoor physical activities, such as walking, jogging or bicycling; and
WHEREAS, the fear of victimization coupled with a lack of healthy activities may result in a
host of negative health and social outcomes including depression, anxiety, and post -traumatic stress
disorder, as well as truancy, increased sexual activity, and engagement in criminal behaviors; and
WHEREAS, the East Palo Alto Police Department developed the Fitness Improvement
Training Zone Program ("FIT Zone"), an anti -violence program that utilizes public health strategies to
reduce violence in neighborhoods affected by high levels of violent crime; and
WHEREAS, the City seeks to adopt and implement the FIT Zone program in order to improve
public safety in high -crime areas, to increase healthy behavior of residents living in high -crime areas,
and to improve police -community relations; and
WHEREAS, the City will utilize the ShotSpotter gunshot location detection system and any
other crime data resource analyses to identify target areas with stable and consistently high spatial
clustering of shootings ("hot spots") during the past two (2) year period; and
WHEREAS, the City's Parks and Recreation Director, Chief of Police, and City Manager, in
collaboration with community stakeholders, will identify one (1) hot spot neighborhood to activate a
series of fitness activities and engage residents through community -building activities, hereinafter
referred to as the "City's FIT Zone" program; and
WHEREAS, the City's FIT Zone program shall be managed and maintained through grants or

other funding sources yet to be determined, for a period of one (1) year, subject to availability of
funds and budgetary approval at the time of implementation; and
WHEREAS, it would be appropriate for the City Manager to accept grant awards or other
funds, establish a Special Revenue Project for the appropriation of said funds, execute all necessary
documents in order to maintain the City's FIT Zone program, and assess performance measures;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to adopt and implement the FIT Zone program within
the City, for a period of one (1) year, utilizing ShotSpotter and any other crime data resource to
identify a "hot spot" area where activation would be appropriate to improve the public safety and
health of residents living in the area, and in consultation with the City's Parks and Recreation Director,
Chief of Police and community stakeholders.
Section 3. The City Manager is authorized {1} to accept any available grant award or other
funding sources yet to be determined, and to execute all other necessary documents, in a form
acceptable to the City Attorney, in order to maintain said program.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
