L : nes Chief of Police DATE: JUN 2 8 2016 SUBJECT : Emergency Procurement For Active Shooter Kits REFERENCES: ENCLOSURES: FILE The Department of Police is respectfully requesting your authorization for an emergency purchase of heavy duty body armor (active shooter kits), to equip officers with the highest level of protection necessary to effectively confront and engage an Active Shooter/Hostile Event (ASHE). Due to the recent shooting in Orlando and those currently taking place internationally, the police department would like to take the proactive approach in getting the needed resources to provide critical protection to first responders in the aid and rescue of civilians threatened• by an active shooter in a hot zone. Police departments today are confronted with a new reality of critical incidents involving "active shooters" whose only intent is to inflict injury and death to as many persons as possible in a short period of time. To accomplish this, active shooters rely on high power weaponry such as pars military assault rifles that have a large magazine capacity, can be modified for rapid fire use and use high velocity ammo that can penetrate the body armor officers typically wear. Officers wearing typical body armor (bullet proof vests) have protection against small arms fire but, have little protection against assault rifles which fire a high energy round traveling at a higher speed with much greater penetration power than handguns can produce. Should an officer respond to an active shooter incident, he will not only be outgunned but, his current body armor will not protect him or her from a serious or fatal wound. Additionally, as recent active shooter incidents have demonstrated, active shootersplan their attacks and come prepared with multiple weapons and a large supply of ammunition. Some offenders wear body armor themselves. Should officers encounter an active shooter, they cannot delay their response and must be prepared to immediately confront the assailant or risk the number of casualties increasing. A good example is an assault al a crowded school, where every second an officer delays could mean another life is lost, Per the emergency procurement procedures as defined in Section 18-90 of the City Code, authorization to waive a competitive bid process, the police department is requesting to procure active shooter kits (heavy duty body armor). This will give an officer added protection against assaultt type weapons and the confidence to confront the activeshooter immediately and It makes goodsense to increase your level of protection when you are confronted with increased threats, Daniel J.
