Subject: A Resolution of the Miami City Commission, by a four -fifths (4/5ths) affirmative vote, after an
advertised public hearing, ratifying, approving, and confirming the City Manager's finding that competitive
negotiation methods and procedures are not practicable or advantageous, pursuant to Section 18-85(a) of the Code
of the City of Miami, Florida, as amended; waiving the requirements or said procedures for the selection of Tacolcy
Center, Inc. for a summer youth program.
Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths
(4/5ths) affirmative vote, ratifying, confirming and approving the City Manager's written finding that competitive
negotiation methods are not practicable for the selection of the Tacolcy Center, for the procurement of an eight -
week summer youth program in an amount not to exceed $53,000.00, and retroactively approving a payment in
the amount of $13,000.00, to Tacolcy Center Inc., for services rendered.

BACKGROUND INFORMATION
In 2015, City of Miami police officers, launched a program in Liberty City, designed to assist children
and their families in the subjects of mathematics and reading. Officers wanted to create a positive way
to keep youth active, and off the streets during their summer break.
In an effort to continue and expand the work that the City's police officers started, and amid a surging
crime rate in Liberty City, the Department of Community Investment ("Department") initiated an eight -
week, at -risk youth summer programthrough the Tacolcy Center ("Tacolcy"). Tacolcy is a vital and
unique partner in the delivery of community services in Liberty City. Due to an existing partnership with
Tacolcy, the Department believed an agreement was not subject to competitive bidding requirements.
Although no written contract has been finalized, Tacolcy agreed to perform the contract pending its
execution.
Since the programis currently underway, it is impractical to do a request for proposals or utilize another
method of soliciting competitions. The City Manager's Office determined that approximately fifty (50)
children would be displaced for the summer, if the City does not continue this program. The total amount
requested, inclusive of any retroactive payments, is $53,000.00, from the City Manager's Reserve.
