HomeMy WebLinkAboutR-16-0298City of Miami Legislation Resolution: R-16-0298 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16-00852 Final Action Date: 6/23/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY ADMINISTRATION TO CONDUCTA STUDY EXAMINING THE BUILDING DEPARTMENT'S CURRENT PERMITTING PROCESSES, PARTICULARLY FOR SMALLER PROJECTS AND FOR THOSE APPLICANTS WHO DO NOT UTILIZE A THIRD PARTY PERMIT EXPEDITER, AND TO MAKE RECOMMENDATIONS AS TO HOW TO IMPROVE SAID PROCESSES, INCLUDING, BUT NOT LIMITED TO, EXPLORING CERTAIN POTENTIAL SOLUTIONS ENUMERATED HEREIN; FURTHER DIRECTING THAT THE CITY ADMINISTRATION SUBMIT SAID STUDY TO THE CITY COMMISSION NO LATER THAN SIXTY (60) DAYS FROM THE EFFECTIVE DATE OF THIS RESOLUTION. WHEREAS, the City of Miami ("City") is committed to streamlining the building permit process to the extent feasible by law; and WHEREAS, many applicants seeking to develop a small project do not utilize third party permit expediters whose sole function is to obtain the required approvals for a building permit; and WHEREAS, the City Commission wishes to direct the City Administration to study how the building permit process can be improved for said applicants; and WHEREAS, said study shall include an analysis as to the feasibility of options to improve these processes including, but not limited to, utilizing the already existing electronic system for permit approval, hiring additional plans examiners, implementing a true fast track process, allowing engineers to certify plans through a peer review process, coordinating between departments for purposes of issuing building permits, and any other actions that may lessen the amount of time it currently takes to issue building permits; and WHEREAS, the City Administration's study shall be reported and disseminated by means of an analysis report to be submitted to the City Commission no later than sixty (60) days from the effective date of this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission directs the City Administration to conduct a study examining the Building Department's current permitting processes, particularly for smaller projects and for those applicants who do not utilize a third party permit expediter, and to make recommendations as to how to improve said processes, including, but not limited to, utilizing the already existing electronic system for permit approval, hiring additional plans examiners, implementing a true fast track process, City of Miami Page 1 of 2 File Id: 16-00852 (Version: 2) Printed On: 5/14/2018 File Number: 16-00852 Enactment Number: R-16-0298 allowing engineers to certify plans through a peer review process, coordinating between departments for purposes of issuing building permits, and any other actions that may lessen the amount of time it currently takes to issue building permits. Section 3. The City Manager is further directed to submit said study to the City Commission no later than sixty (60) days from the effective date of this Resolution. Section 4. This Resolution shall become effective upon its adoption and signature of the Mayor. {1} Footnotes: {1} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission or upon the effective date stated herein, whichever is later.
