A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE UNITED
STATES ATTORNEY GENERAL AND THE UNITED STATES ATTORNEY FOR THE
SOUTHERN DISTRICT OF FLORIDA, TO USE ALL AVAILABLE RESOURCES TO
INVESTIGATE AND PROSECUTE ACTS OF DOMESTIC TERRORISM IN THE CITY
OF MIAMI, THUS ELIMINATING THE TERROR THESE INDIVIDUALS INFLICT ON
OUR NEIGHBORHOODS; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT
THIS RESOLUTION TO THE APPROPRIATE FEDERAL OFFICIALS STATED
HEREIN,
WHEREAS, the United States Department of Justice's ("DOJ") first priority is to ensure public
safety against foreign and domestic terrorism to protect innocent Americans from the deadly plans of
those dedicated to destroying our American way of life; and
WHEREAS, Title 18 United States Code ("U.S.C,") Section 2331(5) defines "domestic
terrorism," for purposes of Chapter 113B of the U.S.C., entitled "Terrorism", as follows:
"Domestic terrorism" means activities with the following three characteristics:
• Involve acts dangerous to human life that violate federal or state law;
• Appear intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of
a government by intimidation or coercion; or (iii) to affect the conduct of a government by
mass destruction, assassination, or kidnapping; and
• Occur primarily within the territorial jurisdiction of the United States ("U.S."); and
WHEREAS, the DOJ recognizes that domestic terrorists pose a significant threat to the safety
and well-being of the U.S.; and
WHEREAS, to a significant degree, the threat of domestic terrorism arises in connection with
movements and groups whose existence spans multiple jurisdictions, or even the entire nation, making
effective coordination to combat the threat critical; and
WHEREAS, this may include matters in which there is a reason to believe that a subject,
target, or defendant may lead, belong to, or otherwise participate in, the activities of an organization
that is the subject of a preliminary, or full, field Federal Bureau of Investigation ("FBI") Terrorism
Enterprise Investigation ("TEI"), and other matters within the definition of "domestic terrorism"; and
WHEREAS, there have unfortunately been several instances over the last couple of years
where individuals have opened fire with military style long rifles, including AK-47s and AR-15s,
targeting crowds of unarmed persons where multiple innocent victims were wounded and others
murdered; and
WHEREAS, the shootings not only put the lives of those struck by the bullets in danger, but
everyone else who slept in the vicinity of the shooting because the bullets fired were forceful enough to
pierce through residential walls. In Liberty City there is no other fear greater than being hit by one or

many of the bullets fired from these weapons designed for war; and
WHEREAS, the perpetrators of these shootings are often acting alone and are not affiliated
with a terrorist group, organization or gang but nevertheless are able through their individual actions to
intimidate and coerce innocent civilians; and
WHEREAS, the use of high rate of fire and caliber weapons by the domestic terrorists more
commonly seen in international wars, paralyzes our community in fear; and
WHEREAS, the perpetrator's strategic and daunting acts upon our residential community are
designed to keep our children, seniors, and disabled persons in continuous captivity under the fear of
impending death; and
WHEREAS; such deadly intimidation is intended to keep witnesses from informing the police of
their knowledge of the perpetrator's crime, thereby enabling these domestic terrorists to walk freely
within our community to plan and commit other massacres; and
WHEREAS, if these domestic terrorists are not brought to justice and removed from our
homeland, more innocent people will continue to perish; and
WHEREAS, Katherine Fernandez Rundle, State Attorney for Eleventh Judicial Circuit of
Florida, recently commented on this desperate situation:
"Let us not forget that if the community lets itself be ruled by these neighborhood terrorists,
they will have manipulated all of us to fear them, to respect them, and worse, to give them
what they want; the very power over life and death. To be silent is to give up all of one's
dreams and hopes."
"I deeply believe that it takes a partnership of citizens, law enforcement and prosecutors to
get these shooters off our streets. Everyone must do their part"; and
WHEREAS, the DOJ should do their part by turning their focus and determination to strike at
these individuals and resolve to eliminate the terror these persons inflict on our neighborhoods;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
and incorporated as if full set forth in this Section.
Section 2. The Miami City Commission urges {1} United States Attorney General, Loretta
Lynch, and United States Attorney for the Southern District of Florida, Wifredo A. Ferrer, to use all
available resources to investigate and prosecute acts of domestic terrorism in the City of Miami, thus
eliminating the terror these individuals inflict on our neighborhoods.
Section 3. The City Clerk is directed to transmit this Resolution to United States Attorney
General Loretta Lynch, and United States Attorney for the Southern District of Florida, Wifredo A.
Ferrer.
Section 4. This Resolution shall become effective immediately upon its adoption and signature

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
