Alfonso April 4, 2016 TO' City Manager DATE: FILE: sUBJECT; Emergency Procurement Rental of Vehicles Citywide Annie Perez, CPPO FROM : Director, Procurement REFERENCES : ENCLOSURES: On March 18, 2016, Enterprise Leasing Company of Florida, LLC ("Enterprise"), notified the City in writing that Enterprise was withdrawing their bid, submitted in response to Invitation for Bid No. 522382, dated October 5, 2015. The current contract extension with Enterprise will expire April 30, 2016. As a result, the City needs to procure rental car services as an emergency procurement in order to ensure that all City rental vehicles from Enterprise are transitioned to a new vendor prior to April 30, 2016. The Procurement Department ("Procurement") will prepare an item to City Commission for the June 9, 2016 meeting, to access the competitively procured Miami -Dade County ("County") Contract No. 8809-0/19 for Vehicle Rental Services. Royal Rent A Car Systems of Florida, Inc. ("Royal"), the Primary vendor under the County's contract, has been selected for the emergency procurement in order to facilitate a bridge contract and ensure a seamless transition when the item is approved by the City Commission. Procurement requested that Royal, honor the same Option 2 insurance terms and prices, under the County's Contract. Royal accepted the City's request (see attached copy). Procurement is requesting, per emergency procurement procedures as defined in Sec 18-90 of the City Code, authorization to waive a competitive bid process in order to secure a replacement vendor for the rental of vehicles citywide, for a period not to exceed ninety (90) days. The approval of this emergency bid waiver, will allow for continuous services until the aforementioned contract is accessed. Although these services are for citywide use by the City's Parks, Police and Fire departments, the primary user agency is the Police Department. Failure to secure a new vendor immediately will result in undercover police work being comprised, as well as the undercover officers. Upon your approval, and pursuant to Section 18-90 of the City Code, Procurement will prepare all item for ratification of this emergency for the next available Commission meeting.
