A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MIAMI-DADE
COUNTY BOARD OF COUNTY COMMISSIONERS TO ADOPT A RESOLUTION
PLACING A NON -BINDING STRAW BALLOT QUESTION ON THE GENERAL
ELECTION BALLOT IN MIAMI-DADE COUNTY, FLORIDA, TO BE HELD ON
TUESDAY, NOVEMBER 8, 2016, FOR THE PURPOSE OF SUBMITTING TO THE
ELECTORS OF MIAMI-DADE COUNTY WHETHER THEY SUPPORT THE COUNTY
COMMISSION FUNDING VIOLENT CRIME REDUCTION AND PREVENTION
POLICIES AND PROGRAMMING GEARED TOWARDS CHILDREN AND TEENS IN
AFFECTED NEIGHBORHOODS AND COMMUNITIES THROUGH AN INCREASE IN
THE COUNTYWIDE GENERAL FUND MILLAGE OR OTHER AVAILABLE FUNDING
SOURCES; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE ELECTED OFFICIALS STATED HEREIN.
WHEREAS, violence and gun crimes are a daily occurrence in some neighborhoods and
communities throughout Miami -Dade County ("County"), which in turn inflicts paralyzing fear and a
heavy toll on those families living within, in particular children and teens; and
WHEREAS, violence and gun crimes can also affect the health of communities and
neighborhoods through an increase in health care costs, decreased property values and disruption of
social services; and
WHEREAS, one (1) in three (3) Black respondents to a recent Miami Herald survey picked
youth gun violence as the number one challenge facing the County, with youth gun violence tied as the
top concern for all participants in the survey; and
WHEREAS, thirty-three (33) children and teens were killed by gunfire in the County in 2015;
and
WHEREAS, three hundred twenty-nine (329) children and teens were killed by gunfire in the
County over the past decade; and
WHEREAS, through April of 2016, seventy-four (74) people in the County have been killed by
gunfire, including thirteen (13) children and teens; and
WHEREAS, the City of Miami Commission ("Commission") desires to combat violence and gun
crimes, and ensure the safety of the residents of the City of Miami ("City"), through the development of
violent crime reduction and prevention policies and programming geared towards children and teens in
affected communities and neighborhoods; and
WHEREAS, the Commission realizes that violence and gun crimes are a County -wide issue,
not localized to the City, and as such, the Commission urges the Miami -Dade County Board of County
Commissioners to determine whether the residents of the County support an increase in the
County -wide general fund millage or other available funding sources for the purposes delineated

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference an incorporated as if fully set forth in this Section.
Section 2, The Commission urges the Miami -Dade County Board of County Commissioners to
adopt a resolution placing a non -binding straw ballot question on the general election ballot in
Miami -Dade County, Florida, to be held on Tuesday, November 8, 2016, for the purpose of submitting
to the electors of the County whether they support the County Commission funding violent crime
reduction and prevention policies and programming geared towards children and teens in affected
neighborhoods and communities through an increase in the County -wide general fund millage or other
available funding sources.
Section 3. The City Clerk is directed to transmit a copy of this resolution to Miami -Dade County
Mayor Carlos Gimenez and the Board of County Commissioners.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted, If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
