A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
ADMINISTRATION TO CONDUCTA FEASIBILITY STUDY REGARDING THE
VIABILITY OF UTILIZING RHIZOMAL PERENNIAL PEANUTS AS AN ALTERNATIVE
GROUNDCOVER FOR URBAN LANDSCAPE THROUGHOUT THE CITY OF MIAMI;
FURTHER DIRECTING THAT THE CITY ADMINISTRATION SUBMIT SAID STUDY
TO THE CITY COMMISSION NO LATER THAN THREE (3) MONTHS FROM THE
EFFECTIVE DATE OF THIS RESOLUTION.
WHEREAS, the City of Miami ("City") is concerned with implementing an alternative to
high -maintenance grass lawn groundcovers throughout the City; and
WHEREAS, the University of Florida and other research facilities have been researching
alternative low -maintenance and environmentally friendly urban groundcover options, to include
Arachis hypogaea, commonly known as perennial peanuts; and
WHEREAS, perennial peanuts, which spreads by underground rhizomes in the urban landscape,
has been successfully utilized as alternative groundcover in medians, lawns, entryways, and roadsides
by other municipalities such as the City of Jacksonville and the City of Tampa; and
WHEREAS, groundcovers consisting of perennial peanuts can significantly reduce the need for
regular maintenance, and once established, need little or no regular maintenance, as opposed to the
City's current grass Lawns; and
WHEREAS, the City Commission desires that the City administration conduct a feasibility study in
order to determine if perennial peanuts is a viable substitute to the current high maintenance and less
eco-friendly grass landscapes City-wide;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to conduct a feasibility study regarding the viability of
utilizing Rhizomal Perennial Peanuts as an alternative groundcover for urban landscape throughout
the City.
Section 3. The City Administration is further directed to submit said study to the City Commission
no later than three (3) months from the effective date of this resolution,
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. if the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
