The nature of this item is to authorize a resolution of the Miami City Commission, with
attachments(s), by a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the Code of the
City of Miami, Florida, as amended, after an advertised public hearing, ratifying, approving and
confirming the City Manager's finding of a sole source, waiving the requirements for competitive
sealed bidding procedures, and approving the request to enter into an agreement with Airbus
Helicopters, Inc., for the purchase of AS350B2 aircraft. Allocating funds from the Police
Department, subject to the availability of funds and budgetary approval at the time of need.

Background Information:
The Police Department (Police) was recently provided with an offer from Airbus Helicopters, Inc. to
purchase one (1) AS350B2 aircraft (Serial Number 8089), for $2.8 million. The aircraft will be used
for various civil missions within the City of Miami (City) area.
The current Police aircraft is an Airbus Helicopters, Inc. aircraft, model EC120B. This helicopter,
which was purchased in 2005 for $1.67 million, will be used as a trade-in, with the credit going
towards the purchase of the new AS350B2 aircraft. The Police aircraft pilots are familiar with, and
trained only in, Airbus aircrafts. The Police Airframe and/or Powerplant (A&P) Technician is only
familiar with, and factory trained in, Airbus/Turbomeca products.
Pursuant to Section 18.92 (a)(1), Sole Source Contracts of the City's Procurement Code; a sole source
is recommended due to the compatibility of the equipment.
The new AS350B2 aircraft has higher cruise speeds, is able to perform longer missions over a larger
area of operation, and the low operating costs make this helicopter the primary option for Police.
