The software storage is used to store live footage being recorder by body cameras currently worn by the Police Officers ("Officers"), which were purchased from Taser International, Inc. These cameras worn by the Officers would be compatible with the back -end digital evidence management system (www.evidence.com) that the Police wishes to purchase. Evidence.com Data Management System ("DMS") has the following features: a. Automated docking station uploads to Evidence.com services through Internet connection; b. No computer necessary for secure upload to Evidence.com; c. Charges and uploads simultaneously; d. Software as a Service (SaaS) delivery model that allows agencies to manage and share digital evidence without local storage infrastructure or software needed; e. SaaS model reduces security and administration by local IT staff: no local installation required f. Automatic, timely security upgrades and enhancements deployed to application without the need for any local IT staff involvement Research Conducted: Market research was conducted by Procurement staff to source the industry, identify potential bidders, and analyze the cost of acquiring an approved data management system (DMS) to meet the needs of Police. It was determined that there are other DMS like Evidence.com; however, the Axon Flex Body Cameras currently worn by the Officers are only compatible with Evidence.com. Although the DMS is not a sole source, it is cost effective and in the best interest of the City to obtain said software from Taser International, Inc., in order to: 1) ensure the Axon Flex Body Cameras are compatible to that of the system; 2) ensure that the cameras are operational at all times for the safety of the Officers and subjects; and 3) to protect the camera's warranty. Internet searches were conducted as an alternate source. Within the last couple of years many manufacturers have started selling software storage as the demand increases. However, with all the competition, manufacturers need to find ways to differentiate themselves technologically speaking, as with Taser International, Inc. (Taser) leading the way. Recommendation: A sole source procurement with Taser International, Inc., is in the best interest of the City based on the findings.
