Purpose of Item: It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths (4/5ths) affirmative vote, ratifying, confirming and approving the City Manager's written finding of an emergency, waiving competitive sealed bidding procedures and retroactively approving the selection of Southern Comfort Solutions, Inc., for the procurement of a rental portable air conditioning (A/C) chiller for the Miami Police Department for an amount of $9,500.00 per month for an estimated nine (9) months, at a total of $85,500.00. Director City Manager Page 1 of 2 Background Information The City of Miami Police Department Headquarters (Police Headquarters) has two (2) A/C chillers responsible for cooling the entire Police Headquarters. On September 9, 2015, A/C chiller#2 broke down; therefore, leaving A/C chiller #1 only operating at 50% capacity. The Police Headquarters requires both A/C chillers to be operational and working at a full capacity in order to maintain a comfortable working environment for its employees. The Procurement Director approved the first month rental of the portable A/C, totaling $16,000.00, which included the delivery and crane service to the Police Headquarters. The City Manager subsequently approved this emergency, in order to repair A/C chiller #2 at the Police Headquarters in a timely manner to mitigate the disruption of service to patrons. The amount of this emergency for the rental of the portable A/C chiller is an estimated $85,500.00 over the period of nine (9) months. Page 2 of 2
