Alfonso, City Manager FROM: Miltoi,,• i vers, S'e or Advisor to the City Manager DATE: Alrill 2016 RE: CC -5 - Allocation of grant funds from District 5 Anti -Poverty Initiative Program to Foundation Of Community Assistance And Leadership, Inc.. Matter ID No.: 16-811 BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty based on principles outlined in Gateway to Seli Sufficiency which focuses on providing support to its residents in achieving self-sufficiency. Accordingly, the City has donated to programs which provide relevant and meaningful programs highlighting educational advancement. Foundation Of Community Assistance And Leadership, Inc. ("FOCAL"), a not for profit company, has a programs that assists those in need of educational assistance. FOCAL has a program that provides Educational, Vocational, and Social Services to individuals and families of predominately low income communities. Special emphasis is placed on instilling confidence in the youth to ensure that each child not only stays in school but excels. Students are taught fundamental reading and comprehension in smaller groups than general school setting by certified teachers. Students receive assistance in monitoring high school graduation requirements and SAT prep., as well as attend local and statewide college tours. Stridents in grades 8 to 12 participate in a variety of activities to explore career options. As summer is fast approaching and support for this program is within the guidelines of the Anti -Poverty Initiative, it is beneficial to the City residents this summer's program is assisted. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four-fifths vote is respectfully requested. 630341
