Scr .. Eger Water Decontamination Vessel (the Red Cleanup Boat)
Dear Commissioners:
A clean and fresh smelling waterfront is vital to economic growth,
tourism and quality of life. Therefore, on behalf of the Miami River
Commission, I strongly recommend approval of RE. 2, providing
$50,000 in budgeted funding for the services provided by the Scavenger
Water Decontamination Vessel throughout the City of Miami. This
311ocation was already included in the city's adopted FY' 15 - FY' 16
Budget which was approved by the City Commission in September
..015.
The Scavenger Vessel removes floatable debris, and every hour
decontaminatt 600,000 gallons of water and injects 150,000 liters of
oxygen into the water, significantly improving water quality, aesthetics,
and removing foul odors. This invaluable and necessary service is
provided along all of the waterfronts of the City of Miami, from Coconut
Grove, through downtown Miami and up to the Upper East Side. The
Miami River and its tributaries are included.
The City of Miami owns and is responsible for over 100 storm water
outfalls that drain into the Miami River, which is protected by the
riiscayne Aquatic Preserve Act. Considering that taxpayers recently paid
for the successfully completed Miami River Maintenance Dredging and
Lnvironmenta' Cleanup project, its continued maintenance, removal of
new debris, w; ter decontamination and the oxygenation provided by the
Scavenger Vessel is critical.

The Miami River is a destination landscape for residents and tourists
alike. The Miami River's over 10,000 residences, 15 restaurants, 10
1 ublic parks, 6 miles of constructed public Miami River Greenway, etc.
all appreciate and benefit from the Scavenger Vessel's continued
excellent services, being successfully provided under several contracts
with the City of Miami for over 14 years.
Please find the attached support letters for the Scavenger Water
Decontamination Vessel from the Florida Department of Environmental
Protection, U.S. Coast Guard, etc.

I am writing to commend the services provided thus far along the Miami River from the
Scavenger 2000 vessel. The United States Coast Guard is partially responsible for ensuring the
Miami River's designated Federal Navigable Channel is clear of any hazards to navigation. It is
my understanding that in one year of service, the Scavenger 2000 removed over 750 hazards to
navigation from the river, including but not limited to logs, welding cylinders, etc. The removal
of these hazards to navigation, which appear on a regular basis, have been critical to maintaining
the Miami River's safe Federal Navigable Channel for vessels to transit.
Furthermore, the U.S:Cost Guard has a leadership role in providing Homeland Security in the
Port of the Miami -,Rive„ free from terrorism and illegal contraband. The Scavenger 2000
Captain uses u c lluls . car::tera to take p ^. Lures of any suspicious activity, and the pictures are e-
mailed real to the U. . Coast Guard. This service provides additional necessary
surveillance of the Miami River area, which has benefited the U.S. Coast Guard's efforts in that
regard.
I hope the Scavenger 2000 contract is renewed, so that we may continue to work in partnership
on maintaining a safe, secure, and navigable Miami River.
