ENOLOSURS:
The City of Miami (City) has an existing contract, 295279, for Security Guard Services with Kent
Security Servioes, Inc, (Kent), approved by the City Commission on April 11, 2013, via Resolution No,
R-13-0142, The contract allows for the provision of security guard services citywide, On June 27,
2013, the City Commission approved the increase of contract capacity to an annual amount not to exoeed
$1,050,000 for the initial contract term, to align with the historical and anticipated future expenditures
for citywide servioes. The initial contract term will expire on April 21, 2016,
Since December, 2015, the Parks Department has :found it operationally necessary to increase its usage
of security guard services at the Albert Pallet, Domino, and Douglas Parks, to ensure public safety
security needs and concerns arQ inet, As a, result of the increased usage, the established contract's "not
to exoeed" annual capacity of $1,050,000 has been surpassed. Pursuant to Section 18-90 of the City
Code, the Procurement Department i requesting to utilize the emergency procurement procedures, as
defined in the authorization. to waive a oompetitivo bid prooess, for an amount not to exceed $50,000, in

order to accommodate eitywide eantinuity of security guard services, from March 1, 2016 tbrougb the
expiration of the initial contraet term (April 21, 2016), The approval of this emergency bid waiver will
allow the Procurement Department sufficient time to follow the standard procurement process, thereby
seeking City Commission approval to; 1) exorcise the first option to renew period (April 22, 2016 —
April 21, 2017), and 2) secure an additional increase of contract capacity. Upon your approval, and
pursuant to Section 18-90 of the City Code, the ratification of this emergency procurement will be
inoluded as part of the agenda item addressing the contraet's renewal period and increase in eapaulty.
The agenda item is scheduled to be heard at the March 24, 2016 Commission meeting.
Failure to Sean the emergency funding. for an amount not to exceed $50„000, may result in
compromised security guard .services for Police, Parks, Marinas, and General Services Administration,
amongst other City departments, thus possibly causing public safety issues, This will negatively impact
the security and. safety measures at certain parks,
