Subject: Request for Proposals (RFP) 508383, Janitorial Services
Purpose of Item:
The nature of this item is to authorize a resolution of the City of Miami Commission accepting the
proposals received November 2, 2015, pursuant to Request for Proposals (RFP) No. 508383, from
Able Business Services, Inc. and Rosario Cleaning Services Corporation to provide janitorial services
for various City facilities on a non-exclusive basis, for an initial contract period of five (5) years, with
the option to renew for one (1) additional five (5) year period; allocating funds from the various
sources of funds of the user departments, subject to the availability of funds and budgetary approval at
time of need.

Subject: Request for Proposals (RFP) 508383, Janitorial Services
Background Information:
On September 25, 2015, Procurement issued a solicitation under full and open competition, on behalf of
various City Departments, to obtain proposals from well established, experienced, and qualified firms to
provide professional Janitorial Services for various City facilities located within the boundaries of the
City of Miami, on a non-exclusive basis. The solicitation was a performance based solicitation which
focuses on outcomes; the means and methods of achieving the objectives are the responsibility of the
Proposer. City Departments were divided into six (6) Groups, and then further broken down into
facilities. Proposers could propose on one Group, multiple Groups, or all Groups, and were required to
meet all of the minimum qualification requirements established in the Solicitation in order to be deemed
qualified to provide the services. Six proposals were received in response to the Solicitation. All
Proposers were deemed responsive.
Pursuant to Resolution No. R-15-0334, this solicitation is subject to the Local Disabled Veterans'
Workforce Pilot Program. Local Disabled Veteran's Workforce participation requirements shall apply
only to contracts with a contract value greater than $50,000 and with an on -site labor component greater
than or equal to 25% of the contract value.
The Evaluation Committee appointed by the City Manager met on December 3, 2015 and evaluated all
proposals. Pursuant to the RFP requirements, the Committee recommended that Procurement negotiate
and execute Professional Service Agreements, with Able Business Services, Inc. the highest ranked firm
for Groups 1, 2, 3, 4, and 5, and Rosario Cleaning Services Corporation, the highest ranked firm for
Group 6. After successfully completing the negotiation process, agreements were reached with Able
Business Services, Inc. for Groups 1, 2, 3, 4, and 5, and Rosario Cleaning Services Corporation for
Group 6. Procurement hereby recommends award of the contract to Able Business Services, Inc.. for
Groups 1, 2, 3, 4, and 5 and Rosario Cleaning Services Corporation for Group 6. The total estimated
annual Amount for this contract is approximately $1,086,900.
