Purpose of Item:
APPROVING THE TRANSFER OF FISCAL YEAR 2016-2017 HOUSING OPPORTUNITIES FOR
PERSON WITH AIDS ("HOPWA"), LONG TERM TENANT BASED RENTAL ASSISTANCE
PROGRAM ("LTRA") FUNDS, IN THE AMOUNT OF $49,000,00 TO CARRFOUR SUPPORTIVE
HOUSING, INC.,- HARDING VILLAGE AND LITTLE RIVER BEND, FOR PROJECT BASED
OPERATIONS SUPPORT, AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND
INCORPORATED, TO PROVIDE HOUSING ASSISTANCE AND HOUSING RELATED SERVICES
TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY

Background Information:
Pursuant to Resolution No. 16-0036, adopted January 28, 2016, the Miami City commission
approved the allocation of HOPWA funds, in the projected amount of $12,811,866, with include an
amount of $10,039,588 for LTRA, to provide housing assistance and housing related services to low-
income individuals living with HIV/AIDS.
Carrfour is a not -for -profit organization founded in 1996 by the Homeless Committee of the Greater
Miami Chamber of Commerce, and its mission is to provide permanent housing supportive services
to maximize the self-sufficiency of the formerly homeless in Miami -Dade County and other cities in
Florida through joint ventures with various non-profit organizations.
Harding Village and Little River Bend, currently have 8 and 6 HOPWA clients respectively, living at
the properties which continuously have been receiving support from the City.
The City Administration recommends the transfer of Fiscal Year 2016-2017 HOPWA, Long Term
Tenant Based Rental Assistance program funds, in the amount of $49,000.00 to Carrfour Supportive
Housing, Inc. — Harding Village and Little River Bend for project based operations support, as
specified in Attachment "A".
