A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF PROGRAM YEAR 2016-2017 HOUSING
OPPORTUNITIES FOR PERSON WITH AIDS ("HOPWA") LONG TERM TENANT
BASED RENTAL ASSISTANCE PROGRAM ("LTRA") FUNDS, IN THE AMOUNT OF
$49,000.00, FOR PROJECT -BASED OPERATIONS SUPPORT, AS SPECIFIED IN
ATTACHMENT "A", ATTACHED AND INCORPORATED, TO PROVIDE HOUSING
ASSISTANCE AND HOUSING RELATED SERVICES TO LOW-INCOME
INDIVIDUALS LIVING WITH HIV/AIDS; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. 16-0036, adopted January 28, 2016, the Miami City
Commission approved the allocation of Housing Opportunities for Persons with AIDS ("HOPWA")
funds in the projected amount of $12,811,866.00, which includes an amount of $10,039,588.00 for
Long Term Tenant Based Rental Assistance ("LTRA"), to provide housing assistance and housing
related services to low-income individuals living with HIV/AIDS; and
WHEREAS, Carrfour Supportive Housing, Inc. ("Carrfour") is a not for profit organization founded
in 1996 by the Homeless Committee of the Greater Miami Chamber of Commerce, and its mission is
to provide permanent housing support services to maximize the self-sufficiency of the formerly
homeless in Miami -Dade County and other cities in Florida through joint ventures with various not for
profit organizations; and
WHEREAS, Harding Village and Little River Bend, properties managed by Carrfour, currently
have eight (8) and six (6) HOPWA LTRA clients respectively, living at the properties which
continuously have been receiving support from the City of Miami; and
WHEREAS, the City Administration recommends the transfer of Program Year 2016-2017
HOPWA funds, in the amount of $49,000.00, to Carrfour for project -based operations support, as
specified in Attachment "A", attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of Program Year 2016-2017 HOPWA LTRA Program funds, in the amount
of $49,000.00, to Carrfour for project -based operations support, as specified in Attachment "A",
attached and incorporated, is authorized.
Section 3. The City Manager is authorized {1} to execute the necessary documents, in a form

acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
