Subject: Resolution of the Miami City Commission accepting a Quiet Zone Improvement grant from the Florida
Department of Transportation Department ("FDOT" ) in an amount not exceeding $441,351.00 enabling the City
of Miami ("City") to establish a Quiet Zone within the Allapattah neighborhood.
Purpose of Item:
To accept rail development grant funds in an amount not exceeding $441,351.00, representing 50% of the total
estimated costs of the City's proposed Quiet Zone Improvements project, to fund the cost of safety upgrades
improvements of nineteen (19) existing at -grade railing crossings located within the Allapattah area, the crossing
numbers (and local street names) of which reflected below (the "Project"):

The total estimated project costs is $882,702.00.
Background Information:
Pursuant to a City Commission meeting directive issued March 8, 2012 by District 1 City Commissioner Gort, the
City administration began the process necessary to seek qualification and approval from the Federal Railroad
Administration to establish a railroad "Quiet Zone" within the Allapattah neighborhood along the CSX Downtown
Spur Corridor. Procedurally, to qualify for a Quiet Zone designation, the City was advised that safety upgrades at
select grade crossings at the proposed routes would have to be scoped out and completed. Through its due diligence
work, the City finalized A Quiet Zone Study which identified nineteen (19) at -grade railing crossing requiring safety
upgrades. With the issuance of the Study, City staffers began to make funding application in an effort to solicit for
rail development grant funds to implement said proposed rail road improvements to undertake the Project. Acceptance
of this grant award will allow the City to proceed with the construction of the safety upgrades work and allow for the
Quiet Zone to be finely established and effectuated within the Allapattah neighborhood.
With the FDOT's project funding contribution, this Project is fully funded. Expenses will be lodged against Capital
Project 40-B70248.
