HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16-00128 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA DEPARTMENT OF TRANSPORTATION TO CONDUCT A STUDY REGARDING THE FEASIBILITY OF IMPLEMENTING A "CUT AND COVER" OPTION IN THE 1-395 EXPRESSWAY SIGNATURE BRIDGE PROJECT, IN AND AROUND THE BISCAYNE BOULEVARD AREA WITHIN THE CITY OF MIAMI, INCLUDING FUNDING CONSIDERATIONS, IN ORDER TO RECAPTURE CERTAIN VALUABLE ACREAGE AND IMPROVING THE EFFICIENCY OF CONNECTING NEIGHBORING • COMMUNITIES; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS DESIGNATED HEREIN. WHEREAS, the Florida Department of Transportation ("FDOT"), the City of Miami ("City"), and the Miami -Dade Expressway Authority ("MDX") are collaborating in the design and construction of the 1-395 expressway reconstruction project known as the Signature Bridge Project ("Project"), within the City; and WHEREAS, Project goals are to increase capacity to prevent future traffic congestion; to improve safety by alleviating existing operational and geometric deficiencies, to eliminate left hand entrance and exit ramps, to reduce evacuation times for residents of the Miami Beach, and to improve connectivity to PortMiami, downtown Miami, and Miami International Airport; and WHEREAS, a "Cut and Cover" method is an advanced engineering technique for tunnel construction in urban and interurban areas, specifically meant to deal with small -depth road tunnels and local environmental constraints; and WHEREAS, implementing a "Cut and Cover" design in the Biscayne Boulevard area, within the existing Project scope, could potentially allow for the recapturing of valuable acreage, allowing for a more efficient overall Project design; and WHEREAS, the City Commission desires to urge FDOT to study the feasibility of including a "Cut and Cover" option to the Project's scope, along with the options funding concerns, in order to recapture valuable City acreage and improve the Project overall design; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings found in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission urges FDOT to conduct a study regarding the feasibility of implementing a "Cut and Cover" option in the Project's scope, in and around the Biscayne Boulevard area within the City, including funding considerations, in order to recapture certain valuable acreage and improving the efficiency of connecting neighboring communities. The City Clerk is hereby directed to transmit a copy of this resolution to the members of the Metropolitan Planning Organization, to Jim Boxold, the Secretary of the Florida Department of Transportation, and to Gustavo "Gus" Felix Pego, the District Six Secretary of the Florida Department of Transportation. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} ROV AS TO RM A TORIA[VIENDEZ CITY ATTORNEY D ORRECTNESS: Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end often (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
