RECOMMENDATION:
Based on the findings below, the Procurement Department (Procurement) hereby
recommends award for the Purchase of Tires to Earl W. Colvard, Inc. DBA Boulevard Tire
Center, and Roadway Tire and Parts, Inc., the responsive and responsible bidders for Invitation
for Bid (IFB) 505378, Additional suppliers may be added to the contract as deemed in the best
interest of the City of Miami.
Contract Number/Title: IFB 505378, Invitation for Bid for Purchase of Vehicle Tires
Contract Amount: Approximately $250,000 annually, depending the City's needs
Contract Term: Initial term for a period of two (2) years, with the option to renew
for two (2) additional two (2) year periods
Recommended Vendors: Earl W. Colvard, Inc. DBA Boulevard Tire Center 3850 NW 30
Ave Miami FL 33142, and Roadway Tire and Parts, Inc. 1301

BACKGROUND:
On October 13, 2015, Procurement issued IFB No. 505378, under full and open competition.
As required by the Procurement Code, the IFB was advertised and issued online. Three (3)
bids were received, however, one bidder, The Pep Boys, submitted their bid late and to a
location different from what was specified in the IFB; their response was not tabulated. The
other two responses were tabulated, following the guidelines published in the IFB.
