A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO TRANSFER $20,000.00 IN COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS FROM PROGRAM ADMINISTRATION TO HOUSING
OPPORTUNITIES PROJECT FOR EXCELLENCE, INC. FOR THE PROVISION OF
FAIR HOUSING TESTING, ENFORCEMENT AND EDUCATION TO CITY OF MIAMI
RESIDENTS AND HOUSING DEVELOPERS; AUTHORIZING THE CITY MANAGER
TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, pursuant to 24 C.F.R. §5, each jurisdiction is required to submit a certification that it
will affirmatively further fair housing by conducting an analysis to identify impediments to fair housing
choice within the jurisdiction, taking appropriate actions to overcome the effects of the impediments
identified through the analysis and maintaining records reflecting the analysis and action in this
regard; and
WHEREAS, Housing Opportunities Project for Excellence, Inc. ("HOPE, Inc.") is the only
non-profit entity in Miami -Dade County engaged in testing for fair housing law violations, pursuing the
enforcement of meritorious claims, and providing fair housing education; and
WHEREAS, the City Administration recommends the transfer of the amount of $20,000.00 in
Community Development Block Grant ("CDBG") funds from Program Administration to HOPE, Inc. for
the provision of fair housing testing, enforcement and education to City of Miami ("City") residents and
housing developers;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of $20,000.00 in CDBG funds from Program Administration to HOPE, Inc.
for the provision of fair housing testing, enforcement and education to City residents and housing
developers, is authorized.
Section 3. The City Manager is authorized{1} to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
