AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER
38/ARTICLE I OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
ENTITLED "PARKS AND RECREATION/IN GENERAL", BY ESTABLISHING A NEW
SECTION 38-19 ENTITLED "NAMING OF FACILITIES ON VIRGINIA KEY",
THEREBY NAMING THE TRAIL AT VIRGINIA KEY BEACH NORTH POINT PARK,
AS THE "MABEL FENTRESS MILLER WALKING TRAIL" HONORING MABEL
FENTRESS MILLER FOR HER UNDYING DEVOTION AND TIRELESS EFFORTS IN
THE AREA OF ENVIRONMENTAL RESTORATION; CONTAINING A SEVERABILITY
CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Mabel Fentress Miller is a long time environmentalist and major advocate for the
restoration of Virginia Key; and
WHEREAS, Mabel Fentress Miller's leadership, engagement of the community and government
officials, and countless hours brought the preservation of Virginia Key to the forefront; and
WHEREAS, Mabel Fentress Miller played an integral part in the development of The Marjory
Stoneman Douglas Biscayne Nature Center/Center for Environmental Education Center at Crandon
Park; and
WHEREAS, Mabel Fentress Miller founded "Friends of Virginia Key", a group who started the
movement to restore Virginia Key to its natural state; and
WHEREAS, Mabel Fentress Miller was influential in the creation of a field trip itinerary for those
interested in touring Virginia Key, thus becoming the subject matter expert and trainer of Miami Dade
County Public Schools teachers planning to bring students to Virginia Key; and
WHEREAS, Mabel Fentress Miller was a founding member of the American Littoral Society's
Advisory Board, establishing the Florida Park Service's Citizen Support Group for Cape Florida
("Friends of Cape Florida") and developing the program "Plant a Seed", for elementary school
students of disenfranchised communities; and
WHEREAS, Mabel Fentress Miller has been a member of Delta Kappa Gamma International
Society for Key Women Educators for thirty seven (37) years, as a result of her professional and
personal excellence in education; and
WHEREAS, Mabel Fentress Miller wrote the "Field Guide to the South Florida Ecosystem
Preserve: Hardwood Hammock Nature Trail", and collaborated in the production of the Key Coastal
Hammock Interpretive Trail Guidebook; and
WHEREAS, Mabel Fentress. Miller greatly contributed to the education and development of
thousands of students in her thirty seven (37) years as a science teacher and environmental education
specialist; and

WHEREAS, the City of Miami wishes to honor Mabel Fentress Miller by naming the walking trail at
Virginia Key Beach North Point Park, located at 4020 Virginia Beach Drive, Miami, Florida in her honor;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted and
incorporated as if fully set forth in this section.
Section 2, Chapter 38/Article I of the Code of the City of Miami, Florida, as amended, is amended
in the following particulars:{1 }
"CHAPTER 38
PARKS AND RECREATION
ARTICLE I. IN GENERAL
Sec. 38-19. Naming of facilities on Virginia Kev.
The walking trail at Virginia Key North Point Park shall be known as the "Mabel Fentress Miller
Walking Trail".
Secs. 384-920-38-45. Reserved.

Section 3. If any section, part of a section, paragraph, clause, phrase or word of this Ordinance is
declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective thirty (30) days after final reading and adoption
thereof.{2}

effective date stated herein, whichever is later.
