The contract is effective through September 7, 2016. The City will allocate funds from various sources of funds from the user departments and agencies, subject to the availability of funds and budgetary approval at the time of need. Further authorizing the use of all awarded contracts available through Federal GSA Schedule 70 as set forth in Exhibit "A," attached and incorporated, for the purchase of goods and services as needed by the City's departments, subject to the availability of funds and budgetary approval. Director Chief / Z l l5' City Manager =�= Pon. 1 ..f') Background Information: This resolution will authorize the use of Federal GSA Contract GS-35F-06235, available through Federal GSA Schedule 70, for the procurement of DriveCam Systems and Services. The adoption of this Resolution will enable all City Departments to purchase goods and services, on an as -needed contractual basis, utilizing all awarded contracts available through Federal GSA Schedule 70, as set forth in Exhibit "A", attached and incorporated, subject to the availability of funds and budgetary approval at the time of need. Pursuant to Resolution R14-0436, the Solid Waste Department (Solid Waste) completed the approved one hundred and eighty (180) day trial period of the DriveCam Systems installed by Lytx, Inc. on December 31, 2015. Lytx, Inc. has extended the initial trial period by an additional month, at no cost to the City, to allow for the approval of this item, and to ensure continuity of service. The DriveCam units were installed in one hundred and forty-two (142) Solid Waste vehicles in an effort to reduce injuries, and collisions. Due to the unique features of the DriveCam System, Solid Waste has been able to: 1) capture real time vehicle status information; 2) track vehicles and their locations through the Global Positioning System vehicle tracking; 3) monitor driver safety; and 4) monitor driver behavior, including hard breakings, near collision events, and certain traffic violations. As demonstrated during the trial period, the City experienced a one percent (1 %) improvement in severity of risk. During the months of August and September the report card shows that: a) collisions have decreased by forty-six percent (46%); b) seatbelt violations have improved by sixteen percent (16%); and c) cell phone use violations have improved five percent (5%). Thirteen of Solid Waste's riskiest drivers represented 60% of the total risk to the City in September, however, eleven (11) of those drivers have improved eighty percent (80%) on average in the last four months. This reduces the overall risk profile and leads to direct costs savings for the City. The Lytx DriveCam product is not available via any other vendors other than from Lytx, Inc. Solid Waste has expressed its satisfaction with the DriveCam System and therefore wishes to purchase the equipment with a five (5) year licensing subscription. The old GPS contract with Verizon would be eliminated, thus offsetting the overall five year cost $158,615. Page 2 of 2
