In addition, he assisted MDWASD in the° completion of a wastewater reuse feasibility study. He reviewed current and proposed regulations and policies from the different pertaining agencies; assisted with the identification of potential suitable users for reuse and coordinating the preparation of an updated reuse feasibility report. He has been accepted as an expert, and has provided testimony before several agencies in the State of Florida. Mr. Milian is President and founder of Citizens for a Better South Florida, an organization that promotes the safeguarding of South Florida's natural resources. MSA's scope of services included the following tasks: 1. Obtain necessary financial and engineering information from the City and its consultants 2. Prepare calculations and workpapers necessary to complete a review of the financial impact of the cost of construction and operation of a various capacities up to a 40 mgd reverse osmosis water treatment plant on the City's water and sewer rate structures 3. Analyzed various scenarios considering different phasing schedules for the construction of the plant and several funding sources 4. Participate, as necessary, in telephone / email communications to complete review 5. Prepare schedules to be incorporated in a "Conceptual Cost Opinion" report from the City's engineering consultant to the City 6. City records indicate that although the private waste hauler receipt fee percentage has increased, there has not been a corresponding increase in fee revenue received by the City. The review included projected growth in customers and usage for both the water and wastewater systems, that had been developed based on recent historical trends and related planning documents, capital improvement plans, etc. Potential changes in City fiscal policies, growth and usage assumptions, schedules for capital outlays and their funding were also considered. MSA developed projected cash flows, expenditures, and revenue requirements for the capital and operating cost scenario identified for evaluation. MSA usedproven methods, based on experience and industry guidance documents, to allocate costs between the water and wastewater systems. Costs allocated to each system were then allocated to service functionsand customer groups, as pertinent. Based on the results of the cost - of -service analysis, MSA evaluated various rate options available to the City to improve its rate equity, revenue stability, and affordability for the utility's customers. This included a review and analysis of the existing water rate structure for effectiveness. The City's financial and policy objectives for its utility system were carefully considered in identifying and evaluating rate structure and fee options, within the range of generally acceptable utility rate -making practice. City records indicate that although the private waste hauler receipt fee percentage has increased, there has not been a corresponding increase in fee revenue received by the City. The City would like to insure that all private waste hauler revenue and fees have been collected in accordance with section 78-75 (b) of the adopted ordinance. Section 78-75 (b) (1) of the ordinance states that the franchisee shall allow for audit, inspection, and examination of their financial books, records and tax returns for purpose of verifying compliance with the ordinance. OFFICE BUILDING LEASE — RENEWAL TERM STATEMENT Lessee: Milian, Swain & Associates, Inc. 2025 SW 32nd Avenue Suite 110 Miami, Florida 33145 Commencement Date of Term: February 1991 Ending Date of Term: In accordance with Article, I, Section B, the term of this Lease shall be for a period of one year from the Commencement Date of Term, said initial one year term ending January 31, 1992. Furthermore, as stated in Article 1, Section C, provided that the Lessee is not in default under the terms and conditions of this Lease, this Lease is extended for a Term of one (1) consecutive year.
