A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE PROPOSALS RECEIVED ON AUGUST 6, 2015 AND THE
RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF
THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR
QUALIFICATIONS NO. 501331, FOR THE ESTABLISHMENT OF A
MISCELLANEOUS MANAGEMENT ADVISORY CONSULTING SERVICES POOL
("POOL") TO PROVIDE CONSULTING SERVICES IN THREE (3) CATEGORIES:
GENERAL MANAGEMENT, FINANCE AND ECONOMICS, AND OPERATIONS;
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT ("PSA") IN SUBSTANTIALLY THE ATTACHED FORM, WITH AECOM
ENTERPRISES, INC., BOLTON PARTNERS, INC., CMA ENTERPRISE
INCORPORATED, CROWE HORWARTH LLP, JRD & ASSOCIATES, INC.,
MANAGEMENT PARTNERS, INCORPORATED, MILIAN, SWAIN & ASSOCIATES,
INC., AND PMG ASSOCIATES, INC., THE HIGHEST RANKED RESPONSIVE AND
RESPONSIBLE PROPOSERS IN THE APPLICABLE CATEGORIES, FOR AN
INITIAL PERIOD OF FIVE (5) YEARS WITH THE OPTION TO RENEW FOR TWO
(2) ADDITIONAL TWO (2) YEAR PERIODS; AUTHORIZING THE CITY MANAGER
TO EXECUTE AMENDMENTS TO THE PSA, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH EACH CONSULTANT; AUTHORIZING ADDITIONAL FIRMS
FOR INCLUSION IN THE POOL AS DEEMED IN THE BEST INTEREST OF THE
CITY OF MIAMI; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF
FUNDS FROM THE USER DEPARTMENTS AND AGENCIES, SUBJECT TO THE
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL, AT THE TIME OF NEED.
WHEREAS, the City of Miami ("City") issued Request for Qualifications ("RFQ") No. 501331
seeking qualified and experienced firms for inclusion into the Miscellaneous Management Advisory
Consulting Services Pool ("Pool") for the provision of consulting services for the City; and
WHEREAS, the Evaluation Committee evaluated and ranked the proposals received, determined
that the responsive and responsible firms scoring at least 70% be recommended for inclusion in the
Pool, and recommended that the City Manager execute Professional Services Agreements ("PSA")
with AECOM Enterprises, Inc., Bolton Partners, Inc., CMA Enterprise Incorporated, Crowe Horwarth
LLP, JRD & Associates, Inc., Management Partners, Incorporated, Milian, Swain & Associates, Inc.,
and PMG Associates, Inc., for a period of five (5) years with the option to renew for two (2) additional
two (2) year periods; and
WHEREAS, the City Manager concurred with the recommendation of the Evaluation Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated as if fully set forth in this Section.
Section 2. The proposals received on August 6, 2015 and the recommendation of the City
Manager approving the findings of the Evaluation Committee pursuant to RFQ No. 501331 for the
establishment of a Pool to provide consulting services in three (3) categories: General Management,
Finance and Economics, and Operations, are accepted.
Section 3. The City Manager is authorized {1} to execute a PSA, in substantially the attached
form, with AECOM Enterprises, Inc., Bolton Partners, Inc., CMA Enterprise Incorporated, Crowe
Horwarth LLP, JRD & Associates, Inc., Management Partners, Incorporated, Milian, Swain &
Associates, Inc., and PMG Associates, Inc., the highest ranked responsive and responsible
proposers, selected as a result of the competitive selection process, to provide consultant services on
an as needed contractual basis, for a period of five (5) years with the option to renew for two (2)
additional two (2) year periods, with funds allocated from the various sources of funds from the user
departments and agencies, subject to the availability of funds and budgetary approval at the time of
need.
Section 4. The City Manager is further authorized {1} to execute Amendments to the PSA, in a
form acceptable to the City Attorney, with each consultant.
Section 5. The addition of firms to the pool as deemed in the best interest of the City is
authorized.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten
(10) days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
