It is the only real-time and highly dense combined network of weather stations, lightning detection sensors and outdoor notification systems. There is no other comparable network or source of data in the United States. Enterprise access to this data is provided through a suite of proprietary applications and data feeds that are available only from Earth Networks - WeatherBug. The company has sole rights to the network, including the technology and software that provides system compatibility and LAN, WAN, and Internet networking capability. These camera systems are an integral part of Fire's WeatherBug weather and lightening detection system. The existing cameras are obsolete and no longer functional therefore cannot be repaired. These camera systems have the following features: a) Critical real-time lightening detection; b) Video and data to WeatherBug's Stream RT software which provides valuable information that Fire can use to be proactive when lightning strikes and/or other weather created accidents and disasters occur. c) WeatherBug operates the largest network of satellites and weather stations (10,000+) globally, providing data 24/7. This data is used by the National Weather Service, World Meteorological Organization, TV Networks, most first responders and governmental entities. Research Conducted: Market research was conducted by the Department of Procurement's staff to source the industry, identify potential bidders, and analyze the cost of acquiring an approved system to meet the needs of Fire. Internet searches were conducted as an alternate source. See article about Tenafly, NJ. Other municipalities include Collier County, FL, State of Maryland, Monmouth County, NJ and the State of Texas. The market research resulted in various severe weather and lightening detection systems manufacturers/providers; however, WeatherBug is the only provider that operates their own network of interconnected weather stations collecting data 24/7 and providing information to facilitate weather forecasting, lightening detection, severe weather alerts and other benefits that Fire requires. Following are the findings of the research: 1) Entropy Technology: www.entropydesigns.com, A relatively small Tampa based company using drones and handheld devices to aid in severe weather areas prone to tornadoes and hurricanes. 2) Avidyne Corporation: www,avid ne,com. Operates a specialized system for lightening detection for the aviation industry: private planes, passenger planes, cargo and military planes. 3) Rockwell Collins.Com: www.rockwellcollins.com. Similar to Avidyne, they provide specialized data for aviation. 4) Earth Networks d/b/a WeatherBug: weather.weatherbug.com. The largest system that provides data on weather, lightening and tornado detection. WeatherBug feeds data to the National Weather Service, World Meteorological Organization, most major TV networks and many other governmental entities and commercial organizations. They operate their own satellites and have over 10,000 reporting weather stations throughout the world. Comparable Contracts: WeatherBug is on GSA Schedule 70, however the particular camera systems are not. Fire purchased the original camera systems, weather stations, and software licenses back in 2007, via Resolution 07-0027, Sole Source 06-07-003. Recommendation: WeatherBug is the premiere provider of weather data and the City has already invested over $200,000 in the Fire system including hardware, software and maintenance. These camera systems are the only ones compatible with the current Stream RT software utilized by Fire. The total cost for five (5) cameras is $46,250. By Peter Rustin Mayor, Borough of Tenafly With a population of over 14,000 residing in approximately 4.6 square miles, the Borough of Tenafly is a busy place! Dotted throughout the borough is an assortment of recreational fields and parks used throughout the year for school - related and other community activities. For example, our annual Fourth of July fire- works display draws thousands of residents to one of our largest open spaces. As a former recre- ational soccer official, President of the Little League, and basketball league, I have spent countless hours on our borough's athletic fields. During a game last year, we heard thunder and the portable lightning detection box I had with me went off. As we cleared the field, I saw a huge bolt of lightning that appeared to strike about a town away. The next day we read in the newspaper that a man had indeed been struck. For me it was a wake-up call. It makes no sense to hold events in open spaces, unless you can pro- tect the residents. I take this personally. Taking Action Today, as Mayor of Tenafly, I am in a position to make a difference within this com- munity and am proud to say that we are in the process of implementing a state-of-the-art, light- ning safety system at nine athletic fields and parks. However, I could not have accomplished this without the full support of the Borough Council and cooperation of our Board of Educa- tion (BOE). The BOE is deeply invested in our community: it owns six of our schools and grounds and their own central office. Since the nature of both the board of education and the municipality is to serve our population, it only makes sense that we work together to maintain the quality of life that we have created within our borough. "The Borough and Board of Education each have different resources available to them," stated Lynn Trager, Tenafly's Superintendent of Education. How the signals work is the most important information to convey to our residents. "During system testing and prior to activation, we will conduct a joint out- reach program to inform residents about the protocols for responding to system alerts," stated Jewel Thompson - Chin, Tenafly Borough Administrator. "Community outreach will occur through multiple techniques, including automated call system notifications, the community newsletter, school flyers, the borough website, police and recreation social media sites and press releases." The WeatherBug Achieve component, software that provides online class- room learning experiences about weather and storm activity, was includ- ed in the equipment purchase. This program will be used as an educational tool in borough schools. Shared Use Agreement Many munici- palities have tried to make sharing ser- vices within their communities work to no avail. Unfortunately, at times, poli- tics can actually be an impediment in getting things done. Since the BOE owns and oversees school facilities and grounds, it has to have a close con- nection with borough government. Effective communication between us is imperative. Today's technology makes this so con- venient and efficient that we have integrated our communications through a Shared Use Agreement. The BOE's IT Department will manage Tenafly Borough's local and wireless computer network and assist with all aspects of daily operation, mainte- nance and training. In turn, through an Addendum, the borough allocated funding for the installation of a gener- ator within the BOE computer center that will maintain viable network com- munications between us and emer- gency services during severe storms and electrical outages. Joint Use Meetings, held throughout the year, enable us to address prob- lems, find viable solutions, and explore new areas for shared projects. Our Shared Agreements are formally exe- cuted with the costs and logistics clearly stated so that there is no problem with responsibility down the road. In the event that a problem arises, it can usu- ally be resolved through an addendum. Other joint projects include: • the Smith School Pedestrian and Traffic Circulation Study; • Borough Hall Wi-Fi installation; • turf and track reconstruction at the high school field; and, • shared use and cooperative schedul- ing of fields and school gymnasiums. Ensuring Success The secret to our suc- cess has been the high level of commu- nication and cooperation between the borough and the board of education. Having served previously as a board of education member has enabled me to see both sides of the fence more clearly and has undoubtedly aided in this part- nership. Both entities have a clear vision of maintaining our residents' quality of life, which is highly depen- dent upon the full and safe use of our recreational areas. We're committed to pooling our resources to ensure this. The one thing that we are still work- ing on is how to enforce the execution of, and adherence to, the rules and pro- cedures for field evacuation and how to make a safe return to the field activi- ties.
