HomeMy WebLinkAboutR-15-0524City of Miami Legislation Resolution: R-15-0524 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-01490 Final Action Date: 12/10/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A REIMBURSEMENT GRANT AWARD FROM THE SOUTH FLORIDA WORKFORCE INVESTMENT BOARD D/B/A CAREER SOURCE SOUTH FLORIDA ("SFWIB"), IN A TOTAL AMOUNT NOT TO EXCEED $150,000.00 ("GRANT"), TO IMPLEMENT THE CAREER SOURCE SOUTH FLORIDA EMPLOY MIAMI-DADE INITIATIVE FROM AUGUST 20, 2015 THROUGH JUNE 30, 2016 ("INITIATIVE"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "CAREER SOURCE SOUTH FLORIDA EMPLOY MIAMI-DADE", TO ACCEPT AND APPROPRIATE THE GRANT IN AN AMOUNT NOT TO EXCEED $150,000.00; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A COST REIMBURSEMENT GRANT AGREEMENT ("AGREEMENT") WITH SFWIB, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND TO NEGOTIATE AND EXECUTE ALL OTHER NECESSARY DOCUMENTS, AMENDMENTS AND MODIFICATIONS TO SAID AGREEMENT, AND ANY RELATED AGREEMENTS, AS MAY BE NECESSARY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE OF, AND COMPLIANCE WITH, SAID GRANT. WHEREAS, the South Florida Workforce Investment Board d/b/a Career Source South Florida ("SFWIB"), a governmental agency and instrumentality of Miami -Dade and Monroe Counties, has previously provided funding to the City of Miami's ("City") Career Center ("Center"), which provides an integrated menu of workforce and training services to job seekers including vocational/occupational skills training, on-the-job training, and entrepreneurial and self-employment training with the goal of job placement; and WHEREAS, the Center also provides services to business clients and local companies such as conducting specialized recruitment events, listing job openings in the State of Florida's system, providing information regarding on-the-job and paid -work experience programs, assisting in downsizing situations, and matching job seekers to employers' needs; and WHEREAS, SFWIB implemented the Employ Miami -Dade Initiative ("Initiative") to reduce joblessness by providing the skills and training necessary to local talent in the fields and areas of high employment growth in Miami -Dade County; and WHEREAS, on October 6, 2015, SFWIB notified the City that it had been awarded funds in an amount not to exceed $150,000.00 for the cost of up to four (4) staff for the Initiative; and WHEREAS, the City Manager is requesting authorization to accept and appropriate the Grant, to negotiate and execute a Cost Reimbursement Grant Agreement ("Agreement") with SFWIB, in a form acceptable to the City Attorney, and to negotiate and execute all other necessary documents, amendments, and modifications to said Agreement, and any related agreements, as may be necessary, in a form acceptable to the City Attorney, in order to implement the acceptance of, and City of Miami Page 1 of 2 File Id: 15-01490 (Version: 1) Printed On: 4/12/2018 File Number: 15-01490 Enactment Number: R-15-0524 compliance with, said Grant for the period commencing August 20, 2015 through June 30, 2016; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept the Grant in the total amount not to exceed $150,000.00 from the SFWIB to implement the Initiative. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Career Source South Florida Employ Miami -Dade Initiative RESOURCES: South Florida Workforce Investment Board $150,000.00 APPROPRIATIONS: $150,000.00 Section 4. The City Manager is further authorized {1} to negotiate and execute a Cost Reimbursement Grant Agreement with SFWIB, in a form acceptable to the City Attorney, and to negotiate and execute all other necessary documents, amendments, and modifications to said Agreement, and any related agreements, as may be necessary, in a form acceptable to the City Attorney, in order to implement the acceptance of, and compliance with, said Grant for the period commencing August 20, 2015 through June 30, 2016. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
