Alfonso, City Manager FROM: Annie Perez, CPPO, Director Procurement DATE: June 22, 2015 FILE: SUBJECT: JECT: Recommendation of Award of Franchise Agreements for Commercial Solid Waste Hauler Services REFERENCES: RFQ495344 ENCLOSURES: Recommendation Based on the findings below, Procurement hereby recommends approval for the award of Franchise Agreements pursuant to Request for Qualifications (RFQ) No. 495344, Commercial Solid Waste Hauling Services, to multiple responsive and responsible proposers. The services to be provided include the collection and disposal of all commercial solid waste and recyclable materials, excluding biomedical, biological, and hazardous waste, to commercial establishments and multifamily residences with four or more contiguous living units. The current contract expires on September 30, 2015. The impact of this item is citywide in nature, and impacts approximately 21,000 accounts in 34 square miles. Background On April 24, 2015, the Procurement Department ("Procurement") issued Request for Qualifications (RFQ) 495344, under full and open competition to obtain proposals from qualified private commercial haulers to provide commercial waste hauling services. On June 8, 2015, eleven proposals were received in response to the Solicitation. Proposers were required to meet specific minimum qualification requirements in order to be deemed qualified to provide said services. On June 22, 2015, a Review Team (Team), comprising of Department of Solid Waste and Procurement personnel, completed the review of the proposals, following the guidelines published in the solicitation. All proposers met the requirements. Due diligence was conducted to determine proposers' responsibility, including verifying corporate status, that the proposers did not owe, or were not in arrears to the City, and that there are no performance or compliance issues. Nine of the eleven proposers, who were in arrears to the City, were allowed five days to pay the outstanding balances. All proposers' accounts are now in compliance. There are currently no adverse findings related to any of the proposer's responsibility. PR 15128 1 Contract Execution Accordingly, the Committee hereby requests authorization to enter into negotiations with the following responsive and responsible proposers, listed below in alphabetical order: 1. Eastern Waste Systems, Inc. 2. Great Waste & Recycling Services, LLC. 3. J & M Scaffolds of Florida, Inc. 4. Load It Away, LLC. 5. Lopefra Corp. 6. Progressive Waste Solutions of FL, Inc. 7. Pronto Waste Services, Inc. 8. Southern Waste Systems, LLC. 9. Sunshine Recycling Services of S.W. Florida, Inc. 10. Waste Management Inc. of Florida. 11. World Waste Recycling, Inc. Notwithstanding the foregoing, the Committee further recommends that if the City and any of the above listed proposers cannot reach an agreement, the City will continue negotiations with the remaining proposers, until as many Franchise Agreements, acceptable to the City, have been successfully negotiated. Once agreements have been reached, Procurement requests authorization to execute the Agreements accordingly. In the event the City is unable to negotiate an adequate number of Agreements, pursuant to Section 2.29 of the solicitation, the City reserves the right to add additional qualified vendors who meet all the requirements to provide the collection and disposal services as determined by the City. Vendors who seek to be added to the contract in the future, shall be evaluated, consistent with the requirements of RFQ No.495344, to determine qualifications. Approved. Daniel J.
