A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY, IN AN
AMOUNT NOT TO EXCEED $710,000.00, TO UNDERWRITE COSTS ASSOCIATED
WITH ENHANCED POLICE SERVICES WITHIN THE OMNI REDEVELOPMENT
DISTRICT; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, AND ALL OTHER NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID- ::
PURPOSE.
WHEREAS, the City of Miami ("City") is responsible for public safety throughout the City inctding
the Omni Redevelopment District, the redevelopment of which is the responsibility of the Omni r�
Redevelopment District Community Redevelopment Agency ("Omni CRA"); and `�'
WHEREAS, pursuant to Section 163.370(2)(o), Florida Statutes, the Omni CRA has the power to
develop and implement community policing innovations with the objective of remedying slum and
blighted areas and the causes thereof within the Omni Redevelopment District; and
WHEREAS, the City Police Department has presented the Omni CRA with an operational plan for
the "Omni CRA Detail", an innovative service -oriented police unit, in a problem solving team capacity,
to support working partnerships with the Omni CRA, the Neighborhood Enhancement Teams,
residents, business owners, and homeless outreach programs; and
WHEREAS, pursuant to Omni CRA Resolution No. CRA-R-15-0043, adopted on October 22, 2015,
the Board of Commissioners of the Omni CRA approved the issuance of a grant in an amount not to
exceed $710,000.00, to the City for the provision of enhanced police services within the Omni
Redevelopment District that are supplemental to the general patrol; and
WHEREAS, the City, by and through its Police Department, will utilize the subject grant funds to
administer the Omni CRA Detail and provide enhanced community police services through the
allocation of six (6) supplemental sworn police officers assigned exclusively to the Omni
Redevelopment District to address issues related to quality of life within the Omni Redevelopment
District; and
WHEREAS, the Omni CRA authorized the grant funds to be disbursed throughout the term of this
agreement on a reimbursement basis to the City upon presentation of invoices and satisfactory
documentation; and
WHEREAS, no match is required of the City; and
WHEREAS, the grant shall automatically renew subject to available funding; and
WHEREAS, the City Commission wishes to accept said grant;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of a grant from the Omni CRA to the City, in an amount not to exceed
$710,000.00, to underwrite costs associated with enhanced police services, as provided by the Omni
CRA Detail, within the Omni Redevelopment District, is authorized.
Section 3. The City Manager is authorized{1} to execute the grant agreement, in substantially the
attached form, and all other necessary documents, in a form acceptable to the City Attorney, for said
purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}

(1 ) The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
(2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
