Subject: Resolution accepting. the City of Miami's city-wide Title VI/Nondiscrimination Program Plan
Purpose of Item:
To have the City Manager to adopt and implement the City's revised "Title VI/Nondiscrimination Program Plan"
("Title VI Prograin") in substantial formas detailed in the accompanying attachment "A" and to formally
designate City staff member, Angela Roberts, to serve in the capacity as the City's Title VI Liaison for the
management of the City's Title VI Program. This item will seek to have the City Manager to implement the Title
VI Program citywide within 30 calendar days to meet compliance requirements stipulated by the Florida
Department of Transportation ("FDOT") for the City to continue to partake in FDOT's Local Agency Program
("LAP") for the funding of select capital projects. This legislative item will further seek to authorize the City
Manager to execute any and all agreements or documents found to be necessary for the City to comply with
Federal, State, and Local nondiscrimination laws in connection with the implementation of the City's Title VI
Program as may become necessary, upon the review and approval of the City Attorney,
Background Information::
The City of Miami is seeking recertification to continue to partake in. the FDOT LAP. The City's deadline for
recertification is December 24, 2015. FDOT has mandated that the City revise its Title VI Program to meet program
compliance requirements stipulated by FDOT in order for the City to continue to partake in the FDOT LAP. Among
other things as required by FDOT, this update to the City's Title VI Program formally establishes a Title VI
Nondiscrimination Policy Statement to be disseminated to the general public, incorporates FDOT's updated
Nondiscrimination Assurances which the City must adhere to, updates the list of protected civil rights within the City's
Tithe VI Program for consistency with Title VI of the Civil Rights Act of 1964 and related statutes, and to formally
name a City representative to oversee the management of the City's Title VI program. FDOT has mandated that the
City must comply with the FDOT LAP compliance stipulations by October 31, 2015,
