It is respectfully recommended that the City Commission accept the recommendation of the City
Manager, approving the findings of the Bayfront Park Management Trust's External Audit
Evaluation Committee (Evaluation Committee), pursuant to RFP No. 496326,1, ranking the top
two auditing firms as: 1) Sanson, Kline, Jacomino, Tandoc & Gamarra LLP and (2) Keefe,
McCullough & Co., LLP, and authorize the Trust to negotiate and execute a Professional
Services Agreement (PSA, in substantially the attached form,) with Sanson Kline Jacomino &
company, LLP, in the amount not to exceed $93,500, for the contract term of three (3) years
with an option to renew for two (2) additional one-year periods.
BACKGROUND
The City of Miami Purchasing Department issued RFP 496326,1 on June 24, 2015, for the
provision of external auditing services for the Bayfront Park Management Trust (Trust). Six (6)
proposals were received by the July 14, 2015, deadline. On September 1, 2015, the Trust's
Evaluation Committee held a publicly noticed meeting and finalized its evaluation. At its
regularly scheduled board meeting, September 22, 2015, the Evaluation Committee
recommended to the Trust, to approve the selection of the top two ranked firms: 1) Sanson,
Kline, Jacomino, Tandoc & Gamarra LLP and (2) Keefe, McCullough & Co., LLP. The Trust
approved the selection of the top two ranked firms and authorized the executive director to
negotiate and execute a PSA with the first ranked firm and should negotiations fail then proceed
to negotiate an agreement with the second ranked firm. Funds for this service are available from
the Bayfront Park Management Trust Operating Budget.
