HomeMy WebLinkAboutR-15-0454City of Miami Legislation Resolution: R-15-0454 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-01295 Final Action Date: 10/8/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE PRESIDENT AND MEMBERS OF THE SOUTH FLORIDA CONGRESSIONAL DELEGATION TO PROVIDE TRANSPARENCY, PUBLIC PARTICIPATION AND COLLABORATION DURING THE DISCUSSIONS OF THE TRANS -PACIFIC PARTNERSHIP ("TPP") AGREEMENT AND TO CONSIDER THE OPINIONS OF HARD WORKING AMERICANS WHILE DELIBERATING THE TERMS AND RAMIFICATIONS OF THE TPP AGREEMENT; ALSO DIRECTING CONGRESS TO DO THE SAME; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE ELECTED OFFICIALS STATED HEREIN. WHEREAS, the Trans -Pacific Partnership ("TPP") is a negotiation between the United States of America, Canada and Mexico and eleven (11) countries in the Asia Pacific Region; and WHEREAS, parties to the TPP have signed a confidentiality agreement requiring them to share proposals only with "government officials and individuals who are part of the government's domestic trade advisory process"; and WHEREAS, the Obama Administration has asked Congress to work together to pass a bipartisan Trade Promotion Authority which will help guarantee that America speaks with one voice on trade priorities like protecting our workers and environment; and WHEREAS, government works better when it works to ensure the public trust and establish a system of transparency, public participation, and collaboration as openness strengthens our democracy and promotes efficiency and effectiveness in government; and WHEREAS, the City Commission desires the possibility for our elected representatives to adequately study the documents resulting from the Trans Pacific negotiations in order to determine if the proposed Agreement is in the best interests of the American people, and specifically, the residents of the City of Miami; and WHEREAS, the City Commission believes that the public has that right to know as much information as possible about the affairs of government, especially a trade agreement with far reaching ramifications like the Trans -Pacific Partnership; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by City of Miami Page 1 of 2 File Id: 15-01295 (Version: 2) Printed On: 3/27/2018 File Number: 15-01295 Enactment Number: R-15-0454 reference and incorporated as fully set forth in this Section. Section 2. The City Commission urges the President and members of Congress to provide transparency, public participation and collaboration during the discussions of the TPP Agreement and to consider the opinions of hard working Americans while deliberating the terms and ramifications of the agreement. Section 3. The City Clerk is directed to transmit a copy of this resolution to President Barack Obama, Senator Bill Nelson, Senator Marco Rubio, and to the members of the United States Congress. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
