HomeMy WebLinkAboutMemo - Request for IncreaseCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Annie Perez Director, Purchasing Department DATE: September 1, 2015 FILE: SUBJECT: Option to Extend Transportation Program Support Service (TPSS) Contracts FROM: J ovan y Rodriguez, P.E., Director REFERENCES: RFCZ 11-12-031 Capital Improvements &Transportation Program By this memorandum, Capital Improvements and Transportation Program ("CITP") submits this request to the department of Purchasing to exercise the option to extend the Professional Services Agreements ("PSA") with HNTB Corporation, Inc. ("HNTB"), and I<imley-Horn and Associates, Inc. ("KHA"), for the provision of Transportation Program Support Services ("TPSS") to the City of Miami ("City") and to increase each contract capacity by $500,000,00, for a total aggregate contract capacity of $1,000,000.00, respectively. Background In December, 2012, CITP entered into professional services agreements with HNTB and KHA for needed support services for the City's Transportation Program. The PSAs were approved through action of the City Manager in accordance with Section 287.055, Florida Statutes for an amount not to exceed $500,000 respectively. Pursuant to Article 2.01 of the General Conditions of the PSA, Term, the City Manager is authorized to exercise the option to extend the PSA for two (2) additional periods of one (1) year each. In December, 2014, the City exercised the first option to extend the PSAs through December 27, 2015. The first renewal extension did not receive an increase in the contract capacity. Transportation Program Support Services' Purpose and Need An objective of the City of Miami's Strategic Plan is to improve mobility in order to reduce traffic congestion and support the continued development of our growing City through the development of transportation strategies such as a Citywide Transportation and Parking Master Plan, implementation of Pedestrian -and Bicycle -Friendly Improvements Citywide, and promotion of Transit -Oriented Development. TPSS allows CITP to receive specialized support services, expertise in advanced solutions, additional personnel resource, technology and equipment, and data collection and analysis capabilities in order to complete studies and implement strategies that are consistent with the City's Strategic Plan. Technical support includes but is not limited to: • Review of Large Scale Developments (both Traffic Impact Studies and Development Plans); • Maneuverability analyses; • Intersection operations and analysis; • Bicycle/pedestrian planning assistance; • Preparing opinions of probable cost for proposed projects; • Conduct feasibility and operations assessment studies for the Miami Trolley system including service operations planning, ridership estimates, routes alignment, stops location, utilities Page 1 of 6 conflicts, among others. In order for FDOT and MDT to approve the implementation of transit service modifications, feasibility studies are required; • Assist with development of specialized program plans (e.g., Miami Trolley Safety and Security Plan); • Traffic management coordination and Maintenance Of Traffic (MOT) support; and • Assist with Grant Applications for Miami Trolley operations and vehicle acquisition, construction projects, police enforcement, traffic safety, quite zones, MPO studies among others Benefits As a result of the on -going technical support services, the City has successfully been awarded with over $6 million worth of FDOT grants for transit projects (including $2.8 million for Miami Trolley operations and over $3.8 million for the acquisition of trollies) and over $11 million for transportation enhancement and construction projects (including the Miami River Greenway, Overtown Greenway, Downtown Miami Bicycle and Pedestrian Improvements, Metromover Access Improvements, Safe Routes to School Infrastructure, and South Miami Avenue - Festival Street among others). The City has also received over $1 million of MPO grants for mobility studies and plans. Recent MPO funded studies include the Miami Regional Intermodal Plan, Overtown/Wynwood Bicycle/Pedestrian Mobility Plan and Little Havana Bicycle/Pedestrian Mobility Plan (to be completed through TPSS). Furthermore, CITP has completed a number of projects and feasibility studies that have allowed for the expansion of the Miami Trolley system — Biscayne/Brickell Trolley route extension to Mercy Hospital, Coral Way Trolley connecting City of Coral Gables, Downtown Miami and PortMiami, and new three (3) routes recently approved by City Commission (Little Havana Trolley, Wynwood Trolley and Brickell Trolley route extension to Coconut Grove)— increasing mobility options and contributing to alleviate traffic congestion within the City of Miami. The City has also conducted a Miami Trolley system planning and operations assessment to determine the productivity of each route and identify performance measures to improve current Trolley system operations (including a time -point based schedules and blocks for the Trolley routes). These projects which are consistent with the City's Strategic Plan have contributed to success of the Miami Trolley, exceeding project expectations. With 52 route miles serving the City, the Miami Trolley system transported more than 3.6 million passengers in 2014 and it's expected to surpass 4 million passengers in 2015. With the assistance of tl e consultants, CITP has conducted transportation project enhancements and mobility plans and has worked with local agencies and community groups to install new pedestrian crosswalks and in -street pedestrian crossing signs at high pedestrian volume intersections and mid -block crosswalks, bike facilities, development of web -based GIS Application for the City's projects among others. Moreover, through TPSS the CITP is currently evaluating parking management strategies, traffic signal cycle improvements, Miami Trolley and MDT bus routes realignment plan to enhance mobility and transit connectivity in the downtown area, which in turn will facilitate access to current and planned regional transit systems. Other current projects are the development of a preliminary funding plan and review of previous State Environmental Impact Report developed for the Miami Streetcar. These projects are part of the ongoing efforts to reduce traffic congestion and support economic development by increasing and enhancing mobility options. In order to complete and implement transportation projects and strategies consistent with the Strategic Plan while contributing to the creation of better neighborhoods and walkable and livable City, CITP requires continued support services for its Transportation Program and, therefore seeks to have the City Manager exercise the final option to extend the PSA through December 27, 2016. In addition, CITP has fielded request for transportation related studies and analyses requiring an increase in the funding capacities of the PSAs with HNTB and KHA. Page 2 of 6 The following projects are part of the Transportation Program plan: updating the Central Business District (CBD) Transportation Plan, updating the City's Bicycle Master Plan, performing a MCNP update, conducting Bricked area traffic studies and signal warrants, developing and implementing a City's Traffic Calming Strategies Plan and Handbook, conducting neighborhood traffic calming studies, conducting traffic data collection and analysis for pedestrian safety studies, developing and implementing active traffic management plans for US 1, Brickell area and special events, developing a Miami Streetcar RFP process, developing a Miami Streetcar Technical Advisory Team among others — see detailed list in the attached Exhibit "A. In order for the CITP to conduct and complete these projects, a funding capacity increase of the PSAs is needed. CITP seeks to increase said PSAs from the original $500,000 capacity to a new contract capacity of $1,000,000 for each firm. The requested contract capacity increase of $500,000 matches the funding capacity for the original PSAs. Pursuant to Article 2.01 of the General Conditions of the PSA, Compensation, indicates that compensation should not exceed $500,000 unless approved by action of the City Commission and put into effect by a written amendment to the PSA executed by all parties. No new work orders can be issued that exceeds the compensation limits. HNTB Corporation, Inc.
