Subject: A Resolution ratifying the City Manager's action in accepting an amended grant agreement
from the Office of the Attorney General for the Victims of Crime Act (VOCA) program
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), ratifying, approving and confirming
the City Manager's acceptance of an Amendment to the 2014-2015 Victims of Crime Act (VOCA)
agreement to cover another full fiscal year at the same funding level as the current year, by establishing
a new Special Revenue Project entitled: "2015-2016 Victims of Crime Act (VOCA) Grant," and
appropriating funds, consisting of the amendment from the State of Florida, Office of the Attorney
General for the Department of Police, in the amount of $32,467.00 and the required matching funds by
the City of Miami, in the amount of $8,117.00, in the form of in -kind services to be provided by the City
of Miami Police Department, for a total program cost of $40,584.00; further ratifying the City Manager's
execution of the Amendment, in substantially the attached form, and all other necessary documents to
implement the acceptance and administration of said grant.

Subject: A Resolution ratifying the City Manager's action in accepting an amended grant agreement
from the Office of the Attorney General for the Victims of Crime Act (VOCA) program
Background Information:
The City of Miami submitted a grant application to the State of Florida, Office of the Attorney General
(OAG), to fund services provided to crime victims. The City received a letter advising that the OAG is
in the process of seeking additional funding for the program that will be addressed during the 2016
Legislative session. In an effort to ensure current Victims of Crime Act (VOCA) subgrantees do not
experience a gap in funding for the 2015-16 grant cycle, they have modified the 2014-15 Agreement to
cover another full fiscal year at the same funding level as the current year. This was contingent on the
City agreeing to accept this offer by signing and returning one completed original amendment to the
Bureau of Advocacy and Grants Management no later than September 21, 2015. The City of Miami
Police Department will provide the required twenty percent (20%) match of an amount not to exceed
$8,117.00, in the form of in -kind personnel services towards the operation of this program. Funds from
this grant will be used for the continued funding of a Victims Advocate's position for the duration of one
(1) year to coordinate services for the victims of crime.
