Amendment from the Office of
the Attorney General for the
REFERENCES FY 15-16 VOCA Grant

Request:
It is respectfully requested that you execute an Amendment from the Office of the Attorney General
(OAG) for accepting grant funding in the amount of $32,467.00, for the continued funding of the City
Police Department, Victims' Advocate Program. The OAG is in the process of seeking additional
funding for the program that will be addressed during the 2016 Legislative session. In an effort to
ensure current Victims of Crime Act (VOCA) subgrantees do not experience a gap in funding for
the 2015-2016 grant cycle, they have modified the 2014-2015 Agreement to cover another full fiscal
year at the same funding level as the current year.
Background:
This amended agreement serves as a contract that will make available a grant award in FY 2015-
2016 for funding a victim advocate's position within our Criminal investigations Division. The Victims
Advocate plays a very important role in assisting victims and/or survivors of violent crimes by
providing initial crisis intervention referrals to the appropriate counseling programs or agencies,
The advocate performs crisis intervention by visiting crime scenes, homes, hospitals and funerals
to provide assistance to primary and secondary victims, as needed. A lapse in the victims
advocate's involvement of service delivery may jeopardize on -going needs of crime victims.
Action Required:
It is requested that you sign the attached Amendment and that we bring this matter before the City
Commission at a later date for ratification, Otherwise, the City of Miami/City of Miami Police
Department will not be able to accept funding within the specified time period. Per the cover letter
from the grantor: "Return one completed original amendment to the Bureau of Advocacy and Grants
Management no later than September 21, 2015, Amendments executed after September 30,
2016, will not be accepted and a contractual agreement between your agency and the OAG
will no longer be in effect"
If you concur, please sign the attached Amendment that has been provided to the Miami Police
Department by the Office of the Attorney General.

Dear Chief Orosa:
The Office of the Attorney General (OAG) continues to seek additional budget authority for
the increased funding allocated to the State of Florida by the U.S. Department of Justice, It
is our understanding that this matter will be addressed during the 2016 Legislative session.
As soon as we have additional information on the level of authority granted, we will be in
contact with your agency.
In an effort to ensure current Victims of Crime Act (VOCA) subgrantees do not experience a
gap in funding for the 2015-2016 grant cycle, we have modified the 2014-2015 Agreement
to cover another full fiscal year at the same funding level as the current year, Enclosed are
two original Amendments to your agency's current Agreement that modify the Time of
Performance, Amount of Funds and Method of Payment.
Please have your agency's authorizing official execute both amendments. Return one
completed original amendment to the Bureau of Advocacy and Grants Management no
later than September 21, 2015. Amendments executed after September 30, 2015, will
not be accepted and a contractual agreement between your agency and the OAG will
no longer be in effect.
