SUBJECT: (Revised) Contract Capacity Increase
Request. Job Order Contracts ("JOC")
for Horizontal and Vertical
Construction (ITB No. 11-12-017)
REFERENCES:
Capital Improvements and Transportation Program ("CITP") seeks to increase the contract
capacities of three (3) vendors operating under the Job Order Contracts for Horizontal and Vertical
Construction, ITB No. 11-12-017 FQ 12-13-016 ("JOC Program" or "JOC") in connection with the
Miami Marine Stadium Flex Park, Project B-40668 (the "Project"). The aggregate total contract
capacity increase request is for an amount not to exceed $7,000,000.00 and shall require City
Commission approval.
JUSTIFICATION
The City of Miami ("City") has committed in its Capital Plan to substantially improve the infrastructure
at the Miami Marine Stadium Flex Park located on Virginia Key, in support of the inaugural Miami
International Boat Show ("Boat Show") ceremonies scheduled to commence in February, 2016 and
future public events anticipated to take place at the Park. The City, working through the permitting
and compliance requirements mandated by various agencies with jurisdiction over the Project area,
including Miami -Dade County, the Water and Sewer Authority (WASA), the Department of
Environmental Resource Management (DERM), and Florida Power and Light (FPL) (collectively the
"Authorities") and coordinating with the National Marine Manufacturers Association ("NMMA"), the
facilitator and operator of the Boat Show, have now determined that it will take an approximate $9
million increase to the contract capacities of the select construction firms working on the Project to
cover the costs of services to implement the design and construction work necessary to address
the compliance requirements stipulated by the Authorities and to accommodate the necessary
infrastructure improvements for the operation of the BoatShowand the safety and convenience of
the general public attending the Boat Show.
To process the added Project work order authorizations, and to maintain the existing Project
Schedule-- which reflects a Project delivery date of February, 2016— CITP finds that it is necessary
for the City to amend the JOC Agreements for the three construction firms indicated below,
respectively increasing the contract capacities for each firm by the below stated amounts in order
to timely complete the Project by the established Project deadline.

Although there are other JOC firms assigned to the Project, CITP finds that it is not necessary to
increase those firms' respective contract capacities as those firms' existing contract capacities are
sufficient to carry out the scope of work authorized contractually.
