HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-01154 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. 495345, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT ("PSA"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH THE HIGHEST RANKED FIRM, CIGNA HEALTH AND LIFE INSURANCE CO. ("CIGNA"), FOR THE PROVISION OF EMPLOYEE BENEFIT DENTAL PLAN PROGRAM, FOR BOTH THE DENTAL HEALTH MAINTENANCE ORGANIZATION AND PREFERRED PROVIDER ORGANIZATION PLANS, FOR THE DEPARTMENT OF RISK MANAGEMENT ("DEPARTMENT"), FOR A PERIOD OF TWO (2) YEARS, WITH THE OPTION TO RENEW FOR THREE (3) ADDITIONAL ONE (1) YEAR PERIODS; ALLOCATING FUNDS FROM THE DEPARTMENT'S BUDGET ACCOUNT CODE NO. 50001.302001.523000.0000.00000, SUBJECT TO AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER, SHOULD NEGOTIATIONS FAIL WITH CIGNA, TO NEGOTIATE AND EXECUTE A PSA WITH THE SECOND -HIGHEST RANKED FIRM, UNITED HEALTHCARE SERVICES, INC. ("UNITED HEALTHCARE"), SHOULD NEGOTIATIONS FAIL WITH UNITED HEALTHCARE, TO NEGOTIATE AND EXECUTE A PSA WITH THE THIRD -HIGHEST RANKED FIRM, METROPOLITAN LIFE INSURANCE CO. ("METLIFE"), SHOULD NEGOTIATIONS FAIL WITH METLIFE, TO REJECT ALL PROPOSALS AND ISSUE A NEW RFP SOLICITATION. WHEREAS, the City of Miami ("City") issued a Request for Proposals ("RFP") No. 495345 seeking qualified and experienced firms for the provision of the Employee Benefit Dental Plan Program for the Department of Risk Management for City personnel; and WHEREAS, the Evaluation Committee evaluated the proposals received, and ranked Cigna Health and Life Insurance Co. ("Cigna") as the highest -ranked firm, and recommended that the City Manager negotiate a Professional Services Agreement ("PSA") with the highest -ranked firm for a contract period of two (2) years with the option to renew for three (3) additional one (1) year periods; and WHEREAS, the City Manager concurred with the recommendation of the Evaluation Committee; and WHEREAS, funds for said services will be allocated from Account Code No. 50001.302001.523000.0000.00000; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The City Manager is authorized {1} to negotiate and execute a PSA, in substantially the attached form, with Cigna, the highest ranked firm selected as a result of the competitive selection process, to provide the Employee Benefit Dental Plan Program, for both the Dental Health Maintenance Organization ("DHMO") and Preferred Provider Organization ("PPO") for City personnel for a period of two (2) years, with the option to renew for three (3) additional one (1) year periods, allocating funds from the City's Risk Management Budget Account Code No. 50001.302001.523000.0000.00000, subject to availability of funds and budgetary approval. Section 3. Should negotiations fail with Cigna, the City Manager is authorized {1} to negotiate and execute a PSA with the second -highest ranked firm, United Healthcare Services, Inc. ("United Healthcare") for both the DHMO and PPO Plans, for a period of two (2) years, with the option to renew for three (3) additional one (1) year periods, with funds allocated from the various sources of funds of the user departments, subject to the availability of funds and budgetary approval at the time of need. Section 4. Should negotiations fail with United Healthcare, the City Manager is authorized {1} to negotiate and execute a PSA with the third -highest ranked firm, Metropolitan Life Insurance Co. ("MetLife") for both the DHMO and PPO Plans, for a period of two (2) years, with the option to renew for three (3) additional one (1) year periods, with funds allocated from the various sources of funds of the user departments, subject to the availability of funds and budgetary approval at the time of need. Section 5. Should negotiations fail with MetLife, the City Manager is authorized {1} to reject all proposals and issue a new RFP solicitation. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROD AS T FORM AN CORR1rCrTNESS: VICTORIA MENDEZ CITY ATTORNEY 1 Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
