On behalf of a concerned group of area Property Owners, Business Owners and area
Stakeholders, we are requesting that you reject the application for a Warrant
submitted by Banner Storage Properties for the lot located at 5609 NE 2nd Avenue.
It is ultimately your decision as Director of Planning and Zoning to either approve or
reject this application. Based on sound planning principles, the tenants of Miami 21
and the creation of the Lemon City/Little Haiti French Creole Cultural Arts and
Entertainment District it is obvious that such a development would be detrimental
to the neighborhood and surrounding businesses and residents.
Miami 21 established the D1 and D2 transect Zones for the specific purpose of
containing developments and uses like the Self -Storage Facility under review. As NE
2nd Avenue in this area is a TS-0 transect, the idea of placing a large Self -Storage
Facility in the heart of a Cultural and Entertainment hub would run counter to the
planning principles established by the City of Miami. Also, a closer look at the Miami
21 atlas will reveal that the lot in question is within 100 feet of a T3 single-family
home neighborhood.
Property owners and business owners in the area have invested and opened
businesses in the area knowing that the NE 2" Avenue corridor between 54th and
62nx' Street is the Lemon City/Little Haiti French Creole Cultural Arts and
Entertainment District. To allow for such a development and use in the heart of the
area would not only be detrimental to the current stakeholders, but to the future
success and growth of the District as a whole. In an area containing the Caribbean
Marketplace, Little Haiti Cultural Center, numerous restaurants and retail
establishments, such a drastic deviation from the established character and make up
of the neighborhood would have Tong -term negative consequences.

On behalf of the members of the Northeast Second Avenue Partnership, Inc.
(NE2P) and the neighborhood stakeholders we represent, we strenuously request
that you do not approve the Application for a Warrant submitted by Banner
Storage Properties to construct a Self -Storage Facility at 5609 NE rd Avenue.
NE2P is a community initiated and collaborative effort composed of a diverse group of
community stakeholders dedicated to a comprehensive revitalization of the key
commercial corridors of Little Haiti.
As Director of the Planning Department we understand that the review for this
application will flow through the Coordinated Review Committee and is up for
approval administratively by your office. Approval for such a project along the
NE 2"d Avenue corridor in the heart of Downtown Little Haiti would be a major
deviation from the established character and uses that presently occupy the major
commercial strip and a serious detriment to the continued growth and prosperity
of the neighborhood that NE2P strives to promote.
As you know, Northeast 2"d Avenue between 54th and 62"d Street makes up the
heart of Downtown Little Haiti and that the area was designated by City
Ordinance in 2008 as the "Lemon City/Little Haiti French Creole Cultural Arts
and Entertainment District". Creation of this district was done specifically to use
the rich cultural heritage of the area to help further launch a prosperous cultural
and Entertainment hub to attract tourism and local businesses from throughout the
region and the world. Cultural and Entertainment District have been established
throughout the City of Miami for just this reason, and a Self -Storage Facility
occupying the high street of a Cultural and Entertainment Hub would be a drastic
deviation from this intended purpose.
Furthermore, as a T5-O zoned strip and commercial high street the idea of a self -
storage facility falls far off the intended best uses for a vibrant commercial hub.
From a City Planning perspective such an inactive and uninviting use along a
vibrant commercial corridor is simply bad planning practice. Such uses are far
more suited to D1 and D2 districts and are thus allowed by right in those districts,

as was the intent of creating the Transect Zones under Miami 21. In addition, the
lot in question is less than 150 feet from a T3 single family home zoned
neighborhood. Such a massive and industrial oriented project in the shadow of
single-family homes is a further argument against such a project ever being
approved.
It is with this knowledge, as well as our concern for continued growth and
vibrancy of the local community, that we strongly urge you to reject this
application for a Warrant, and that you continue to consider the intent of the
creation of the Lemon City/Little Haiti French Creole Cultural Arts and
Entertainment District when making decision regarding development along
Northeast Second Avenue in Downtown Little Haiti.

On behalf of the stakeholders of the Little River Business District we request that you reject
the application for a Warrant submitted by Banner Storage Properties for the lot located at
5609 NE 2nd Avenue.
The stakeholders of the Little River Business District understand the importance of
maintaining and enhancing the largest heavy and light industrial business district for the
jobs it creates within the City of Miami. A self -storage facility is not only designated to be
placed in such a District by the tenants of Miami 21, but would in reality create a huge
benefit to the neighboring businesses and property owners. It is a use tailor made for D1
and D2 districts as per Miami 21 and sound planning principles.
We are deeply discouraged by the idea that such a facility could end up in a retail and
residential oriented area such as the Lemon City/Little Haiti French Creole Cultural Arts
and Entertainment District to our South. A self -storage use, as is being proposed on that
retail high street site runs counter to the intent of an Entertainment and Cultural hub and
belongs in a District like the Little River Business District. We appreciate the concerns of
our sister association NE2P and its Little Haiti area stakeholders in opposing this project. It
is absolutely detrimental the growth of that section of the NE 2"d Ave corridor and to have it
even suggested on the integral retail high street that intersects both our burgeoning
neighborhoods is surprising; furthermore. this association has yet to receive any notice of
this project, as we would normally do.
The business owners and stakeholders of the Little River Business District call for you as
the Planning Director with the ability to approve or reject Warrant Applications to deny the
application. We further ask that you take this opportunity to set an example that such
ancillary industrial uses as a Self -Storage Facility be encouraged in future in areas that are
D1 and D2 such as the Little River Business District.

containing developments and uses like the Self -Storage Facility under review. As NE
2nd Avenue in this area is a T5-0 transect, the idea of placing a large Self -Storage
Facility in the heart of a Cultural and Entertainment hub would run counter to the
planning principles established by the City of Miami. Also, a closer look at the Miami
21 atlas will reveal that the lot in question is within 100 feet of a T3 single-family
home neighborhood.
Property owners and business owners in the area have invested and opened
businesses in the area knowing that the NE 2nd Avenue corridor between 54th and
62nd Street is the Lemon City/Little Haiti French Creole Cultural Arts and
Entertainment District. To allow for such a development and use in the heart of the
area would not only be detrimental to the current stakeholders, but to the future
success and growth of the District as a whole. In an area containing the Caribbean
Marketplace, Little Haiti Cultural Center, numerous restaurants and retail
establishments, such a drastic deviation from the established character and make up
of the neighborhood would have long-term negative consequences.
It is for the reasons stated above that such a use would have to be approved by the
Warrant process, to protect against such a development taking shape in a Cultural,
Retail and Entertainment Center of the City.

application for a Warrant and that any future development in the area be subject to
the same scrutiny. We ask that a precedent be set that the City will uphold sound
planning practices and the tenants of Miami 21 in addition to the intent of creating
the Lemon City/Little Haiti French Creole Cultural Arts and Entertainment District
to protect and help plan for the continued growth and success of the District. Let
