HomeMy WebLinkAboutR-15-0424City of Miami Legislation Resolution: R-15-0424 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-01218 Final Action Date: 9/24/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ADDING CAPITAL PROJECTS AND ADDING APPROPRIATIONS TO THOSE LISTED IN FISCAL YEAR 2014-2015 MULTI -YEAR CAPITAL PLAN PURSUANT TO RESOLUTION NO. 14-0322, ADOPTED SEPTEMBER 9, 2015, AS SUBSEQUENTLY AMENDED BY RESOLUTION NO. 14-0383, ADOPTED SEPTEMBER 29, 2014, RESOLUTION NO. 14-0445, ADOPTED NOVEMBER 20, 2014, RESOLUTION NO. 15-0012, ADOPTED JANUARY 8, 2015, RESOLUTION NO. 15-0048, ADOPTED FEBRUARY 12, 2015, RESOLUTION NO. 15-0169, ADOPTED APRIL 9, 2015 AND RESOLUTION NO. 15-0213, ADOPTED MAY 14, 2015, RESOLUTION NO. 15-0278, ADOPTED JUNE 25, 2015, AND RESOLUTION NO. 15-0327, ADOPTED JULY 23, 2015, AND REVISING CURRENT APPROPRIATIONS AMONG APPROVED PROJECTS; FURTHER APPROPRIATING FUNDING FOR THE ADDED PROJECTS; RATIFYING, APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE RELEVANT FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION THEREWITH. WHEREAS, except for such changes as set forth herein below, all previous appropriations remain authorized to continue previously approved capital projects (new, revised, and continued projections being collectively the "Projects") according to the Fiscal Year 2014-2015 Multi -Year Capital Plan pursuant to Resolution No. 14-0322, adopted September 9, 2015, as subsequently amended by Resolution No. 14-0383, adopted September 29, 2014, Resolution No. 14-0445, adopted November 20, 2014, Resolution No. 15-0012, adopted January 8, 2015, Resolution No. 15-0048, adopted February 12, 2015, Resolution No. 15-0169, adopted April 9, 2015, Resolution No. 15-0213, adopted May 14, 2015, Resolution No. 15-0278, adopted June 25, 2015, and Resolution No. 15-0327, adopted July 23, 2015 (collectively, the "Plan"); and WHEREAS, a new appropriation of a grant from the Miami -Dade County Building Better Communities General Obligation Bond ("GOB") is being established in the amount of not to exceed $2,840,000.00 to fund the Glenroyal GOB Project Number 304-77207 (also known as "Grove Park") Storm Sewer Capital Project B-40347 (including certain related Road Improvements PH II, 40-B40347) accepted by the City of Miami ("City") pursuant to City Commission Resolution R-15-0335, adopted July 23, 2015; and WHEREAS, a new appropriation of a donation from National Marine Manufacturer's Association (NMMA) is being established in the total amount of $3,253,000.00 to fund Marine Stadium Flex - Park Development , 40-B40668 pursuant to $1,653,000.00 contribution accepted by the City pursuant to City Commission Resolution R-15-0172, adopted April 9, 2015, and an additional $1,600,000.00 contribution accepted by the City pursuant to City Commission Resolution No. R-15-0239, adopted May 28, 2015; and City of Miami Page 1 of 3 File Id: 15-01218 (Version: 1) Printed On: 3/23/2018 File Number: 15-01218 Enactment Number: R-15-0424 WHEREAS, the new and revised appropriations and project additions, attached and incorporated as Exhibit A, constitute updates to the Plan; and WHEREAS, select previous appropriations are being reallocated within Capital Funds for the Plan; and WHEREAS, in order to implement the Plan and the City's Fiscal Year 2014-2015 Final Budget requirements authorized pursuant to Resolution No. 14-0362, adopted September 23, 2014, as subsequently amended from time to time ("Budget"), the City Manager and certain designated City Departments continue to take necessary actions to update the City's relevant financial controls and computer systems; and WHEREAS, it is now necessary in order to approve additional projects and appropriations as attached and incorporated for new sources of revenues for the Plan and to add to prior year appropriations in Capital Funds as set forth below: Fund 31000 - General Government Fund 32000 - Public Safety Fund 33000 - Disaster Recovery Fund 34000 - Public Facilities-CIP Fund 35000 - Parks & Recreation Fund 36000 - Streets & Sidewalks Fund 37000 - Sanitary Sewers Fund 38000 - Storm Sewers Fund 39000 - Solid Waste-CIP Fund 39900 - Mass Transit Previous Amount Amendment Amount Amounts Loaded in Oracle" 12,313,657.15 7,975,510.23 2,134, 554.95 32,070,690.88 3,253,000.00 (3,253,000.00) 56,231,582.48 87, 031, 058.21 2, 840, 000.00 4,232,765.38 18,543,323.34 340,324.47 1,726,171.92 $ 222,599,639.01 $ 6,093,000.00 $ (3,253,000.00) Final Amount 12,313,657.15 7,975,510.23 2,134, 554.95 32,070,690.88 56,231,582.48 89, 871, 058.21 4,232,765.38 18,543,323.34 340,324.47 1,726,171.92 $ 225,439,639.01 * Grants acceptances by City Commission resolutions already incorporated in Previous Amount, but not appropriated until now. **Table does not reflect updated figures from the September 29, 2014 Capital Appropriations. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The herein project additions and appropriations adjustments, (attached and incorporated as Exhibit A) are hereby made to the Plan for implementation of municipal capital improvements of the City of Miami ("City"), for the Fiscal Year ending September 30, 2015. Section 3. Certain necessary actions by the City Manager and designated City Departments in order to update the relevant financial controls and computer systems in connection with the Plan and the Budget to implement the Projects are ratified, approved and confirmed. Section 4. If the Mayor vetoes this Resolution, It shall become effective immediately upon override of the veto by the City Commission.
