Pursuant to Resolution number 14-0009, adopted on January 9, 2014, the police department was
authorized to proceed with the sole source purchase of a VideOversight Interview Room Recording
and Case Management System in a total amount not exceed $89,838.00. During the installation,
it was discovered that the Special Investigations Section needed to have a stand-alone system.
The vendor, Microception, Inc., installed the stand-alone system for the Special Investigations
Section, which resulted in an additional amount of $13,582.00. The video recording of interviews
and confessions of suspects during investigations is vital to the provision of viable and compelling
evidence necessary for the successful prosecution of criminal cases.
The Department of Police is respectfully requesting to increase the capacity of the approved
Resolution for the additional purchase of installing the separate, stand-alone VideOversight
Interview Room Recording and Case Management System.
Due to the covert nature of work that is being conducted by the Special Investigations Section, it
was imperative to separate their network from the main server of the VideOversight Interview Room
Recording and Case Management System that was configured for the Criminal Investigations
Division, the Homicide Unit, and the Internal Affairs Division.
Your approval will provide the Procurement Department permission to proceed with the payment of
the additional amount of $13,582.00 to Microception, Inc.
