We reviewed the proposed amendment pursuant to Sections 163.3184(2) and (3), Florida Statutes (F.S.), and identified no comments related to important state resources and facilities within the Department of Economic Opportunity's authorized scope of review that will be adversely impacted by the amendment if adopted. We have, however, identified'one technical assistance comment consistent with Section 163,3168(3), F.S. It is technical in nature and designed to ensure consistency with the provisions of Chapter 163, F.S. The comments will not form the basis of a challenge: Technical Assistance Comment: In order to further the City's efforts and to promote more effective collaboration, the City may want to include a policy that directs coordination with the Florida Department of Environmental Protection and the Fish and Wildlife Commission to determine coastal ecosystem changes and develop strategies to mitigate negative changes. To. create the most effective policies, specific dates or mechanisms for coordination added to the proposed policies would assist in implementation. For example, in Intergovernmental Coordination Policy 1.1.12, the City discusses including climate change mitigation and adaptation strategies into all of its Master Plans and Strategic business plans at their next update. The City could include a fist of plans and anticipated dates of update. The Department also has several resources related to adapting to sea level rise that the City may want to consult as they move forward. Our review is conducted to identify points of consistency or inconsistency with the goals, objectives, policies and relevant provisions of the Miami -Dade County Comprehensive Development Master Plan (CDMP), and whether the proposed amendments impact County public facilities and services.
