Giant LED billboard towers
Scenic Miami, the Urban Environment League (UEL), the International
Dark Skies Association and many other groups recommend that the
PZAB Board votes to:
Deny PZ 16 and Approve PZ 17.
Reasons to deny PZ 16 and to approve PZ 17:
1. "Media Tower" should never have been included in the 11,000
Zoning Code in 2002+/-.
2. The piecemeal move of "media tower" into Miami 21 in 2009
(Effective April 2010) as the last item in Miami 21 Article 6, i.e. 6.5.4
should never have occurred. (Some language from 11,000 was
suspiciously deleted during the move).
3. The public was unaware promoters could exploit the media tower
loophole to propose 500' to 633' tall LED billboard towers.
4. LED billboards did not exist in 2002, 500'-633' LED billboard
towers did not exist, hence the risk was unknown.
5. PZ 16, pg 1 of 8, Whereas clause... There is no laudable purpose...
6. PZ 16, pg 2 of 8, 62-618.21. Proposed CRA benefits agreement
should go to City Commission, not just the CRA.
7. PZ 16, pg 2 of 8, 62-618.21. Definitions: Insert Media Tower(s) =
giant LED billboard tower(s).

8. PZ 16, pg 3 of 8, 62-618.22. Intent and purpose. (1) Help
establish a unique local, regional and national identity within Miami's
urban core... for crass commercialism.
9. PZ 16, pg 3 of 8, 62-618.22. (2) We contend billboards ARE blight.
10. PZ 16, pg 3 of 8, 62-618.22. (3) Actually, billboards are created to
distract drivers and residents.
11. PZ 16, pg 3 of 8, 62-618.22. (4) Actually, if LED billboard towers
are built it will discourage office and residential uses adjacent Who
wants to look at ads 24/7? Ads that change every 6 seconds?
12. PZ 16, pg 3 of 8, 62-618.22. (5) Billboards are blight.
13. PZ 16, pg 3 of 8, 62-618.22. (6) If LED billboard towers are built
then office buildings and residential uses will be discouraged and/or
devalued.
14. PZ 16, pg 3 of 8, 62-618.22. (7) What infrastructure benefit?
15. PZ 16, pg 3 of 8, 62-618.22. (8) Urban vitality? From monster LED
billboard ads?
16. PZ 16, pg 3 of 8, 62-618.22. (9) "...attract tourism..."? Tourists
visit Miami for our beaches, or scenery and our weather. Tourists DO NOT
visit Miami to see giant LED billboard ads.
17. PZ 16, pg 4 of 8, 62-618.22. (10) "...visual enhancement..."
Really?
18. PZ 16, pg 4 of 8, 62-618.22. "...wayfinding..."?
19. PZ 16, pg 5 of 8, 62-618.26. (3) Text should be a maximum of 10%
or15%, NOT50%.
20. PZ 16, pg 5 of 8, 62-618.26. (4) Billboards are created, by
definition, to distract drivers. Studies have shown LED billboards do cause
drivers to take their eyes off the road. See studies on scenic.org et al.

21. PZ 16, pg 6 of 8, 62-618.26. (5) The proposed LED billboard towers
violate the Miami -Dade County Sign Code 33-96.1
22. PZ 16, pg 6 of 8, 62-618.26. (6) Only 500' from residential units
AND only 300' from T3, T4 and T5? Really? Only 500' from residential
units?
23. PZ 16, pg 6 of 8, 62-618.26. (7) Who will monitor? Who will do
the monitoring? Turn Off/On? Brightness surges? Monitoring?
24. PZ 16, pg 6 of 8, 62-618.28 Why is the PZAB Board ignored in the
proposed legislation? Why is the Urban Design Review Board (UDRB)
hearing the mandatory reviews? Then, only one Commission Hearing, not
two. Where is the public oversight?
25. PZ 16, pg 7 of 8, 62-618.30 Why isn't a failure to comply with 62-
618.22 considered grounds for an appeal? Why isn't a lack of
compatibility considered grounds for an appeal? No citizen oversight?
In the interests of brevity we only included 25 reasons to deny PZ 16
and approve PZ 17.
Please vote to deny PZ 16 and vote to approve PZ 17.
Thank you.
