Background Information: The Competitive Negotiations Method is not commonly used; therefore it is recommended that the City Manager submit an annual report to the City Commission for any contracts awarded by the City Manager through this method. In an effort to fully centralize Procurement, the Department of Procurement (Department) willhandle all negotiations for any competitive sealed proposal solicitations processed through the Department. It is recommended that language be added to the Competitive Sealed Proposal Method Section in order to allow the City Manager or designee to negotiate the terms, conditions and price of the contract(s), prior to presenting the award recommendation to the City Commission for final approval. Conducting negotiations prior to having the City Manager's recommendation presented. to Commission will a) afford the City leverage in negotiating the most favorable terns, conditions and price, in the best interest of the City, and b) it will provide for the City Commission to see the final results of negotiations including savings.
