RE: Martin Luther King Economic Development Corporation — Bid Waiver
Approval
1 hereby respectfully request both your approval and action of the City of Miami Commission by a 4/5ths
affirmative vote, after an advertised public hearing ratifying, approving and confirming your
recommendations and findings that competitive negotiation methods are not practicable or
advantageous to the City with respect services described below.
The above request is being made in order to proceed with the allocation of funds from the Commission
District 5 share of the Anti -Poverty Initiative funds, Account No. 00001.980000.896000, to be designated
solely for a Wheels -to -Work program and community kitchen incubator build -out to be operated and
administered by the Martin Luther King Economic Development Corporation ("MLK"), in a total amount
not to exceed $260,000.00, following the execution of a grant agreement.
In existence for nearly four (4) decades MLK has demonstrated its qualifications and capacity to serve
the City by providing greater economic opportunities for poverty stricken residents through credit
counseling, budget management, professional development training, car care training, life skills
coaching, and access to affordable and reliable transportation.
Such opportunities have been proven to improve the quality of life for participants as statistics show:
94% of participants reported improved employment situation;
52% of participants were late to work less often;
48% of participants missed fewer days of work; and
44% of participants received a promotion of increase in pay.
Based on the above, and as required by Section 18-85(a) of the Code of the City of Miami, I hereby (1)
recommend the execution of a grant agreement with MILK, and (2) find that the competitive negotiated
methods are not practicable or advantageous to the City for the provision of the aforementioned
program services. If these recommendations and findings meet with your approval, please indicate by
signing below.
The Legislation item will be placed on the agenda for the July 23, 2015 City Meeting.

RE: Foundation of Community Assistance and Leadership, Inc. — Bid Waiver
Approval
I hereby respectfully request both your approval and action of the City of Miami Commission by a 4/5ths
affirmative vote, after an advertised public hearing ratifying, approving and confirming your
recommendations and findings that competitive negotiation methods are not practicable or
advantageous to the City with respect services described below.
The above request is being made in order to proceed with the allocation of funds from the Commission
District 5 share of the Anti -Poverty Initiative funds, Account No. 00001.980000.896000, to be designated
solely for a student vocational and foreign language mentoring program and youth summer
employment program to be operated and administered by Foundation of Community Assistance and
Leadership, Inc. ("FOCAL"), in a total amount not to exceed $134,500.00, following the execution of a
grant agreement.
In existence for nearly two (2) decades FOCAL has demonstrated its qualifications and capacity to serve
the City by providing:
• Summer jobs to children who reside in poverty-stricken areas within the City of Miami;
• Intensive year round training programs that focus on poverty reduction and professional
development to prepare high school students for the workforce and college;
• Courses wherein students learn Spanish and/ or Mandarin to enhance their marketability for
college recruitment and foreign job opportunities.
Based on the above, and as required by Section 18-85(a) of the Code of the City of Miami, I hereby (1)
recommend the execution of a grant agreement with FOCAL, and (2) find that the competitive
negotiated methods are not practicable or advantageous to the City for the provision of the
aforementioned program services. If these recommendations and findings meet with your approval,
please indicate by signing below.

RE: Omega Power and Praise Ministry, Inc. — Bid Waiver Approval
I hereby respectfully request both your approval and action of the City of Miami Commission by a 4/5ths
affirmative vote, after an advertised public hearing ratifying, approving and confirming your
recommendations and findings that competitive negotiation methods are not practicable or
advantageous to the City with respect services described below.
The above request is being made in order to proceed with the allocation of funds from the Commission
District 5 share of the Anti -Poverty Initiative funds, Account No. 00001.980000.896000, to be designated
solely for a senior feeding services program to be operated and administered by Omega Power and
Praise Ministry, Inc., in a total amount not to exceed $38,811.00, following the execution of a grant
agreement.
In existence for over a decade, Omega Power and Praise Ministry, Inc. has demonstrated its
qualifications and capacity to serve the City by providing a senior feeding service program. Seniors with
fixed incomes in the inner-city are one of the most vulnerable populations with respect to the effect of
poverty. As such, such programs ensure seniors receive adequate food and are not suffering from
hunger in silence.
Based on the above, and as required by Section 18-85(a) of the Code of the. City of Miami, I hereby (1)
recommend the execution of a grant agreement with Omega Power and Praise Ministry, Inc., and (2)
find that the competitive negotiated methods are not practicable or advantageous to the City for the
provision of the aforementioned program services. If these recommendations and findings meet with
your approval, please indicate by signing below.
