A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGENCY
AGREEMENT ("AGREEMENT"), IN A FORM ACCEPTABLE TO THE CITY
MANAGER AND TO THE CITY ATTORNEY, BETWEEN THE CITY OF MIAMI
("CITY"), THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AND THE SOUTH FLORIDA REGIONAL
TRANSPORTATION AUTHORITY ("SFRTA"), ALLOWING THE CRA TO
CONTRIBUTE AN AMOUNT NOT TO EXCEED SEVENTEEN MILLION FIVE
HUNDRED TWENTY EIGHT THOUSAND DOLLARS AND NO CENTS
($17,528,000.00) TO SFRTA FOR THE PROPOSED EXTENSION OF THE SFRTA
RAIL SERVICE TO DOWNTOWN MIAMI, WITH TERMS AND CONDITIONS AS
MORE SPECIFICALLY SET FORTH IN SAID AGREEMENT.
WHEREAS, the City of Miami ("City") is a duly recognized municipal corporation of the State
of Florida and pursuant to Section 343.53, Florida Statutes, the South Florida Regional Transport
Authority ("SFRTA") is a political agency of the State of Florida; and
WHEREAS, the attached agreement is entered into upon the authority granted to the parties
by Section 163.01, Florida Statutes, which permits local governmental units to make the most efficient
use of their powers by enabling them to cooperate with other localities on a basis of mutual
advantage and thereby to provide services and facilities in a manner and pursuant to forms of
governmental organization that will work the best with geographic, economic, population, and other
factors influencing the needs and development of local communities; and
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
has determined that it would be in the best interest of Overtown residents, through an increase in
foreign tourism dollars brought to the City as well as the facilitation of easier travel northward for
Overtown residents and to relieve some of the congestion present on South Florida's busiest
roadways, to have SFRTA extend its service capability to Downtown Miami from its current end in
Hialeah, Florida; and
WHEREAS, the CRA has, by proper resolution attached hereto and by reference made a part
hereof, authorized its officer(s) to enter into this agreement and it is an express condition precedent
to disbursement or payment of any funding this agreement that the funding committed by the State of
Florida, Miami -Dade County, and the CRA been allocated, bound and committed;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference and incorporated as fully set forth in this Section.

Section 2. The City Manager is hereby authorized {1} to execute an Interlocal Agency
Agreement, in a form acceptable to the City Manager and to the City Attorney, between the City, the
CRA and SFRTA, allowing the CRA to contribute an amount not to exceed seventeen million five
hundred twenty eight thousand dollars and no cents ($17,528,000.00) to SFRTA for the proposed
extension of the SFRTA Service to Downtown Miami, with terms and conditions as more specifically
set forth in said Agreement.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
