Subject: Approving a pilot program for a Local Disabled Veteran's Workforce Initiative.
Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached resolution for the
approval of a Local Disabled Veteran's Workforce Pilot Program for a period of twelve (12) months.

Background Information:
The U.S. Bureau of Labor Statistics reported in March 2015, that the unemployment rate for veterans
who served on active duty in the U.S. Armed Forces at any time since September 2001--a group referred
to as Gulf War -era II veterans --declined by 1.8 percentage points over the year to 7.2 percent in 2014,
The jobless rate for all veterans, at 5.3 percent, also declined from a year earlier. In addition, 29 percent
of Gulf War -era II veterans reported having a service -connected disability in August 2014, compared
with 16 percent of all veterans. Veterans with a service -connected disability had an unemployment rate
of 5.9 percent in August 2014, the same rate as for veterans with no disability. Nearly 1 in 3 employed
veterans with a service -connected disability worked in the public sector in August 2014, compared with
nearly 1 in 5 veterans with no disability. (Source: US Department of Labor, Bureau of Labor Statistics)
Veterans with a service -connected disability are assigned a disability rating by the U.S. Department of
Veterans Affairs or the U.S. Department of Defense. Ratings range from 0 to 100 percent, in increments
of 10 percentage points, depending on the severity of the condition. Among veterans with a service-
connected disability, one-third reported a disability rating of less than 30 percent, while another third
had a rating of 60 percent or higher. In August 2014, veterans with a service -connected disability rating
of less than 30 percent were much more likely to be in the labor force than those with a rating of 60,
percent or higher (50.0 percent and 32.6 percent, respectively). (Source: US Department of Labor,

Florida has the third largest population of veterans in the nation, with 1,650,900 veterans. Of these
veterans, 235,000 are disabled and 33,892 reside in the greater Miami area. (Source: Department of
Veterans Affairs, as of September 30, 2010.)
The City of Miami (City) is dedicated to helping veterans at risk of homelessness, secure and maintain
employment leading to increased residential and personal stability. The City's goal is to afford disabled
veterans the opportunity to return to healthy, productive lifestyles within their own communities. In
order to reach this goal, this item is being presented for the approval of a Local Disabled Veteran's
Workforce Pilot Program (Pilot Program), attached hereto as Exhibit A.
The goal of the Pilot Program is to promote the employment of local disabled veterans, specifically
veterans with barriers to employment. The first step in achieving this goal is to work closely with the
City of Miami Veteran's Services Office and local disabled veterans agencies which are affiliates of
SourceAmerica and any other applicable employment source agencies. SourceAmerica is the national,
nonprofit agency designated by the U.S. AbilityOne Commission® to support a network of local
community rehabilitation programs (CRPs) that participate in the AbilityOne® Program and provide
employment opportunities for people with significant disabilities, including veterans.
The Procurement Department (Procurement) will work closely with the aforementioned stakeholders in
order to ascertain the skill sets and areas of expertise of unemployed local disabled veterans residing
within the City, in order to identify opportunities within specific City contracts to include a Local
Disabled Veteran's Workforce goal; i.e. assigning a 5% goal to the Janitorial Services Contracts.
The Pilot Program will be implemented for a period of twelve (12) months, and upon the conclusion of
the one year period, the Pilot Program will be evaluated to determine its functionality and success level.
A report of the Pilot Programevaluation shall be submitted to the City Commission. If the Pilot
Program is a success, a recommendation will be brought for Commission approval, to further develop
the Local Disabled Veterans Workforce Program and recommend that it is codified.
