HomeMy WebLinkAboutR-15-0318City of Miami Legislation Resolution: R-15-0318 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 15-00942 Final Action Date: 7/23/2015 A RESOLUTION OF THE MIAMI CITY COMMISSION ACKNOWLEDGING THE JULY 22, 2015 LETTER FROM MIAMI BECKHAM UNITED LLC ("BECKHAM") RELATIVE TO A SOCCER STADIUM IN A SITE ADJACENT TO MARLINS PARK; DIRECTING THE CITY MANAGER TO COMMENCE NEGOTIATIONS WITH BECKHAM AND OTHER NECESSARY PARTIES FOR DEVELOPMENT OF A NEW MAJOR LEAGUE SOCCER STADIUM FACILITY AT A SITE ADJACENT TO MARLINS PARK IN THE CITY OF MIAMI, FLORIDA; AS STATED HEREIN; FURTHER DIRECTING THE CITY MANAGER TO EXECUTE SUCH OTHER NON -BINDING LETTERS AND DOCUMENTS AS MAY BE REQUIRED TO EFFECTUATE THIS RESOLUTION ON BEHALF OF THE CITY OF MIAMI. WHEREAS, on July 22, 2015, the Honorable Tomas Regalado, Mayor of the City of Miami, received a letter from Miami Beckham United LLC ("Beckham") expressing its formal interest in building a soccer specific stadium at a site adjacent to Marlins Park in the City of Miami, Florida ("Site"), and making the Site the home of its Major League Soccer ("MLS") franchise; and WHEREAS, the sport of soccer is one of the most loved sports in the world and has more than 265 million participants throughout the world, including more than 24 million participants in the United States alone; and WHEREAS, due to continuing growth and popularity, MLS has announced a strong interest in expanding its league with a strong desire to have a viable presence in the Southeast United States and specific consider Miami's status as a gateway to the Americas; and WHEREAS, David Beckham exercised his option to own a MLS Franchise in 2014, and has subsequently formed Beckham; and WHEREAS, the Site would be the home of Beckham's MLS franchise and a world class soccer stadium that would enhance the popularity of this great sport and serve as a first class facility for soccer games; and WHEREAS, a large portion of the Site is owned by the City of Miami, is close to mass -transit, and is adjacent to four (4) municipal parking garages; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby acknowledges the expression of interest received City of Miami Page 1 of 2 File Id: 15-00942 (Version: 1) Printed On: 3/19/2018 File Number: 15-00942 Enactment Number: R-15-0318 from Beckham on July 22, 2015, for building a soccer specific stadium at a site adjacent to Marlins Park, in the City of Miami, Florida. Section 3. The City Commission hereby authorizes and directs the City Manager and his designees to gather relevant information and data, and to commence negotiations with Beckham and other necessary parties for the development of a new soccer specific stadium at the Site. The City Manager shall report back to the City Commission in September 2015, with progress as to the negotiations as well as consideration of the issues that have been identified relative to the building of the soccer stadium on the Site. Section 3. The City Administration will brief the City Commission regularly on the progress of the negotiations. The District 3 Commissioner Frank Carollo will be consulted with and involved in the negotiations. The University of Miami will be contacted to determine their possible involvement. The City will keep the area residents, citizens, property and business owners who will be affected by the soccer stadium informed, and will hold public meetings as is customary to discuss the soccer stadium. Section 4. The City Manager is hereby authorized {1} to execute such other non -binding letters and documents as may be required to effectuate this Resolution on behalf of the City of Miami. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
