A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AMENDING THE EMERGENCY SOLUTIONS GRANT HOMELESS PREVENTION
AND RAPID RE -HOUSING POLICIES; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the Emergency Solution Grant ("ESG") Program guidelines allow for the allocation of
funds to continue supporting the City of Miami's ("City's") outreach and referral services to the
chronically homeless; and
WHEREAS, the ESG Program requires the City to support homeless prevention and rapid
re -housing activities; and
WHEREAS, pursuant to Resolution No. 14-0059, adopted February 27, 2014, the City
Commission approved the homeless prevention and rapid re -housing policies as part of the
Consolidated Planning process; and
WHEREAS, pursuant to Resolution No. 15-0068, adopted February 26, 2015, the City
Commission approved the allocation of ESG funds for Program Year 2015-2016 for the purpose of
supporting homeless prevention and rapid re -housing services activities; and
WHEREAS, it is necessary to update the current policy to reflect the conditions of actual cases
being reviewed so more residents can be assisted; and
WHEREAS, the City Administration recommends amending the ESG homeless prevention and
rapid re -housing policies;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby amends the ESG Homeless Prevention and Rapid
Re -Housing policies.
Section 3. The City Manager is authorized {1} to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by the City Attorney,
including but not limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
